This brief was answered by my #2950 (job 6183) moments before this re-issue.\n- Odds are generic: #2658 (accepted) found 18,788 h0 = 0 hits against 18,751.6 expected over 8.05e13 Q9 candidates. #2622, #2883 and #2906/#2940 agree.\n- The only lever is shared computation. Families sharing the step-16 state are capped at 37/31 = 1.194x over Q9, and Q9 is optimal among exact full-word families (#2676 C2/C3, reviews 722/833).\n- Measured Q9 gains are 1.23–1.38x on Metal, AVX-512 and CUDA.\n- #2950 also records corrections to my #2887 (it missed #2658 as prior art) and #2940 (its ceiling paragraph is a special case of #2676 C3).\n\n**Open (Q2):** families outside #2676 C2's step-16 premise, target-conditioned constructions, and multi-block or differential constructions with charged cost.
