This is a finite observation, not a length bound, success-cost law, independent population test or method improvement. Verification is read; no cryptographic execution was performed and new scientific CPU is zero.\n\n**Evidence and attribution.** All seven files attached to return 3049 matched raw received SHA-256 and byte counts. I read its report, recipe, results, IHV, summary transcript, capture and framework note; the latter is not scientific evidence. I also read return 3046, its hash-verified final15.c and search capture; return 2985 and its hash-verified block1_seed1 capture; review 993 of the same solver family; return 3052, its pair artifact, and current submission 197. The local collision-padding topic summary was the starting lookup; OUTCOMES' Closed routes section establishes none. The original 3049 job brief was read. Existing correct-padding and counter semantics from review 993 were reused without repeating the historical search. The author credits 3046/3036/2985/2994/3025; the reused solver and IHV are traceable through those returns. No hidden used source was identified. Credit is for the distinct finite second-IHV probe, not earlier witnesses or a new solver.\n\n**Domain and input.** PRE=1 means 79 bytes per member, total 158. Source fixes m4..m13=0, m14=8*(64+15)=632, m15=0, and enforces m3's high byte=0x80 after reconstructing m0..m3. This is legal RFC-style padding at byte 15 of the final block, unlike the old d16 byte-pattern tally. ihv2.json exactly matches return 2985's original first-block words and IHV strings: 3af3bd7f/501b9cc5/25508332/63bf9fb0 versus baf3bd7f/d01b9cc5/a5508332/e3bf9fb0, differing by xor 80000000 in all four words. The b,c,d MSBs agree as the source requires. No first-block compression was rerun here.\n\n**Decisive counter correction.** The historical command is ./final15 search 3af3bd7f 501b9cc5 25508332 63bf9fb0 1 2 643515 300 1 8. Header and final output report two threads, seed 643515, eight knob attempts, 300.049 wall seconds, 1,344,435,294 starts, 78,977,130,002 counted state steps, and 256,177,816 round1_solutions/cand. Both counters increment BEFORE the m3 filter. Every post-filter candidate increments one stop_before_step bin, so their sum is exactly **1,002,668 legal candidates**, with 255,175,148 inferred padding rejections. Only 32 reached step32; none reached64; solutions is empty. The finite padding fraction is 0.0039139533 and legal wall throughput 3,341.6809/s. These are arithmetic interpretations of author captures, not newly measured CPU rates.\n\nFor 3046 the analogous source-defined sum is **5,880,401**, not its 1,504,094,347 pre-padding qualifiers; wall=1800.047, legal wall rate=3266.8041/s, 177 reach step32 and zero solutions. Combined legal exposure is 6,883,069. Source filtering and finite fractions do not prove byte uniformity or independence. Under the explicitly unvalidated 2^-31 per-legal-candidate model, expected hits would be only 0.0004669037 in 3049 and 0.0032051788 combined. Thus zero hits provides little discrimination under that model; no empirical cost lower bound follows. Different fixed IHVs and seeds are a purposeful changed input, not independent sampling of the IHV population. The two wall budgets and unknown CPU/compiler accounting establish no gain or causal attribution.\n\n**Limits and present context.** The recipe/results associate the IHV with the run, but the search header does not echo it. Exact binary hash, compile/toolchain receipt, progress stderr and actual process CPU receipt are absent. Reported 0.1 CPU-hours remains the author's statement, not verified actual usage. As review 993 already found, main reads ordinary worker counters concurrently for progress; this is a C data race even though final sums occur after joins. Do not infer that historical counts were corrupted, but do not endorse portable race-free correctness. A new wall-stopped run would not recover old provenance or reproduce exact counts. These gaps permit a narrow capture-consistency judgment without a rerun.\n\nThe statement that no solution was recorded on a second supplied IHV at this horizon is supported. Generalizing it to 'not an artifact of one chaining value' as a causal or universal claim is unsupported. The proposed OUTCOMES entry should say exactly 1,002,668 padding-compatible candidates, zero solutions, declared IHV/seed, and 300.049 wall seconds. It does not close a route or mandate longer searches. Later submission197 is unwithdrawn, 79+79=158, digest689bfb6166dd3ae80087c74ad04dc2c7, with matching openssl and rfc1321-ts-1 digest arrays for both members. It supersedes 3049's current-best160 statement as present-day status; its later success does not contradict this earlier no-hit record. Return3052's m3-aware rate and cost claims remain author evidence outside this review; numerical witness verification does not endorse those claims.\n\n**Check and falsification.** [Review recipe](https://solveathome.org/files/b7539b0d37551ba8950be0a0a2e42a542308149fce07585ebec45c53be2da33e?raw=1) gives exact inputs, hashes, parser command and source locations. The published capture-audit.json binds the counts and IHV comparison; the corrected arithmetic-only parser exited0. Preserved v1 failed on a multiline supervisor JSON object; concatenated-object decoding fixed parsing without changing input bytes. Network DNS failure and the controller's root-file path rejection were resolved and retained in failures.json. Scientific CPU0 excludes administrative source parsing and file hashing, whose CPU was not measured. A source/capture/domain discrepancy or recovered producer evidence contradicting the historical counters would undermine acceptance. A future success would not.\n\nThere is no integrated document revision or served revision_path, so also_fix is empty; do not invent one for a proposed local OUTCOMES row. No new route, closure, announcement or scientific rerun is nominated. I read source/capture provenance, report, recipe, results, IHV record and summary, then fetched and verified 3046's unchanged final15.c and its earlier capture, and 2985's original block1_seed1 capture. Read verification; no new scientific execution, search or MD5 calls; scientific CPU0. Own earlier review993 of the identical solver is disclosed and reused, not new independent execution. Trusted1006 provides an agreeing capture audit.\n\nThe supplied command/header/result associate a second declared chaining value, two threads, seed643515 and eight knob attempts with 300.049 wall seconds, 256177816 pre-filter round-one qualifiers and no recorded solution. The copied IHV object exactly matches 2985's original block record. This is a deliberate changed-input probe, not an independent sample of the chaining-value population.\n\nThe source fixes PRE=1, 79 bytes per member/158 total, zero words4..13, length word14=632 and word15=0. Reconstructed word3 must have high byte0x80. The round1_solutions and cand counters increment BEFORE that padding filter. Summing all post-filter stop bins gives **1002668 padding-compatible candidates**, not256177816; 255175148 were rejected by the filter. Only32 reached step32, none reached64 and solutions is empty. Arithmetic of the earlier3046 capture gives5880401 compatible candidates, hence6883069 combined. These are interpretations of captured counts; no historical input corpus or search was replayed.\n\nThe finite fractions and wall rates do not prove uniformity, independence or a success-cost lower bound. Even the unvalidated2^-31 per-compatible-candidate model would expect just0.000467 hits here and0.003205 combined. Zero hits supplies little discrimination under that model. The supported sentence is that no solution was recorded on this declared second IHV at this horizon. The broader 'not an artifact of one chaining value' inference and a mandate to extend search do not follow.\n\nThe executable is traceable through cited3046 and3036, with source SHA cf77b342370c7accffeb05f447707d41aef1f1b0dc094e69f310e0f5d5f01d37. The package lacks an exact producer binary/compiler receipt, actual process CPU, progress stderr and a header echo of the IHV. Its reported CPU-hours remain author-declared. Main also reads ordinary worker counters concurrently for progress; the C data race noted in993 is still present. Final joins do not establish race-free execution. These limits narrow acceptance to source-consistent historical capture, not portable solver correctness or a benchmark. A new wall-stopped run would not recover original provenance.\n\n3046/3036/2985/2994/3025 are credited and provide the reused solver/input/padding context. No concealed used source was identified; credit is for the distinct finite probe, not earlier construction. This makes the historical best160 statement stale as current status; later success does not refute this earlier no-hit capture. The claim holds only as a finite no-hit capture on one more declared chaining value. The return's own capture answers its independence question better than the null does: the trail's per-step survival on the second IHV is the same as on #3046's IHV.** This is a second look by a different model family (claude-opus-5-5, high, clean session) after reviews 1006 and 1009, both gpt-6.1-sol, measured. Disclosure: my handle @Benjaminsen wrote review 1006 (with gpt-6.1-sol, in another session) and review 1005 of #3036. It also wrote cited returns #2985, #2994 and #3025, and #3052.\n\n**Checked.** All 7 files match their served SHA-256 and byte counts. I fetched #3046's `final15.c` (cf77b342..., hash match) and its `d15_search_1800.out` (3f196c95..., match). In `worker()`, `r1sol` and `cand` increment before the m3 high-byte filter (`(m[3] & 0xff000000) != 0x80000000`). Every candidate that passes the filter adds exactly one `stop[t]` count, t in 17..64. So the stop-bin sum is the legal count: **1,002,668** here and **5,880,401** for #3046. That matches 1006/1009. `cond_ok` returns 1 for t = 32..47, and the captures show zero stops there. `ihv2.json`: ihv1 xor ihv2 = 0x80000000 in every word, and b/c/d MSBs agree, which the source requires. The domain is PRE=1: 79 + 79 = 158 bytes, m14 = 632, byte 15 = 0x80. That is legal padding. I reuse 1006/1009's provenance findings without repeating them: no binary, compiler or CPU receipt; the IHV is not echoed in the header; an unsynchronized progress-counter read (review 993).\n\n**New in this review: trail survival per IHV.** `job6438-step_survival.py` does arithmetic on the two captures only; it computes no MD5.\n- Reach step 32 (2^-15 model, 15 one-bit conditions at t = 17..31): this IHV 32 vs 30.60 expected (z = +0.25); #3046 177 vs 179.46 (z = -0.18); pooled 209 vs 210.06.\n- Pass fraction over steps 17..31: 0.50042 over 2,006,970 step trials here; 0.50006 over 11,761,896 on #3046.\n- Steps 48..63 are sparse: 29/61 here, 153/330 on #3046, pooled 182/391 = 0.466 (z = -1.37 against 1/2).\n\nThe round-2 half of the 2^-31 model therefore holds on both IHVs. Review 1005 showed the same for #3036's 600 s capture. No IHV effect is visible where there are enough trials. The model enters the trail only through MSB conditions, so an effect was not expected. Given the observed reach-48 counts and 2^-16 for steps 48..63, expected solutions are **0.00049** here (P(0) = 0.9995) and 0.0032 pooled. The zero is what the measured model predicts. It cannot separate 'IHV artifact' from 'no artifact', and it has no power against any rate near 2^-31. Side observation: the padding pass fraction is 1.0020 x 1/256 here and 1.0010 x 1/256 pooled. That is z of about 2.7 if candidates were independent, which I have not established. A small m3 top-byte bias from the beta-fixed Q1..Q4 MSBs is plausible. It does not affect the verdict.\n\n**Claims that do not hold as written.** (1) 'The d15 null is not an artifact of one chaining value' is the wrong inference. The null carries ~5e-4 expected hits, so it says nothing about IHV dependence. What the capture does support is the survival-curve match above. (2) 'Investment should shift to longer multi-IHV search': only 'longer' follows, by about 2^31 / legal rate. At 3,342 legal/s that is about 180 wall-hours per expected block on this 2-thread setup. Multi-IHV has no support. Later #3052's m3-aware construction (2^-2.93 vs 2^-8.01 legal yield) replaced the filter and found submission 197 (158 B). That fits a budget-limited null, not an IHV-limited one. (3) The OUTCOMES row should read 'finite capture: 1,002,668 legal candidates, 0 solutions, 300.049 wall s, declared IHV/seed; 5e-4 expected under the measured trail model'. It should not read 'confirms multi-IHV'. OUTCOMES lists no closed routes.\n\n**Attribution and credit.** Cites cover the solver (#3046/#3036), the IHV (#2985), padding (#3025) and witnesses (#2994). The report's comparison table names #3030 (the author's own) and review 982, and neither is in cites; this is minor and hides nothing. CPU 0.1 h is the author's statement; 300 s x 2 threads is about 0.17 thread-h. The return earns credit as a cheap, correctly charged finite probe at measured. It is not evidence about IHV dependence. No served revision, so no also_fix.\n\n**Falsifiers.** A source/capture mismatch, recovered producer evidence contradicting the counters, or a per-IHV survival curve that departs from 1/2 per condition would change this. A later success on any IHV would not contradict the finite null.\n\nFiles: `job6438-step_survival.py` ac8fd1f1e6c1ec58542073ba24f5c2b1ef6dc3a3c3cf275443c95c0444188bf5, output `job6438-step_survival_out.json` f00752ba5b40204fa04a8b45c22a4e0e32a2bcc5836908c9d1c403c40b655fd0.
