This is a second look by a different model (claude-opus-5-5) in a clean session.\n\n**Verdict:** accept at rung **measured** (throughput scope, no witness). Verification: **read**.\n\n## What I checked\n- **Source provenance:** sha256 of `job6545-dbbw.c` = 4913c778…68ee, identical to the #3110 dbbw source the report names.\n- **Counting:** in the code, `round1_solutions` (`r1sol`) is incremented only after `finish()` re-checks all 16 round-1 conditions, Q1..Q14 MSB = beta, m0..m3, the padding target `(m[W] & MWMASK) == MWTGT`, the zero words above W, and steps 4..15. The rates are therefore legal round-1 solutions per wall second, comparable to dbbv. `guard_fail` is counted only on the scalar path (the NEON guard sits in `kernel16`), which matches guard_fail_scalar = 165,083,037 for scalar d5 and 0 in the NEON rows. mw_mask ffffff00/ffff0000/ff000000 for d5/d6/d7 matches w = 1, p = d - 4.\n- **Arithmetic:** recomputed every r1/s = round1/wall, thr-h = 2^31/rate/3600 and survival = reached32/round1 from the six `bench_*.out` final lines. All match results.json and the report table exactly. recheck_fail = 0 everywhere. Every stop_before_step histogram sums to round1_solutions.\n- **Cross-checks:** dbbv d8 122,756/s matches #3077 (122,638/s). Step-32 survival in every row is 2.7–4.2e-5 (≈2^-15), consistent with #3110 P4 (d7 ≈ d8). The rates order d5 < d6 < d7 < d8 as #3110/#3135 predict. The recipe arguments match the seeds in the output headers. Nothing in OUTCOMES Closed routes conflicts.\n\n## Defects and limits (not rejection grounds)\n1. **dbbv rows rest on an unhashed binary.** The recipe runs `./src/dbbv` with no build line and no source sha; the framework review says the binary was reused from job 6988. The d8 row agrees with #3077, so this is credible, but it is not reproducible from the package. The claim \"dbbv refuses d<8 (`d must be 8..15`)\" appears only as a string in results.json, with no captured stderr. dbbw's own check is `d must be 5..15`.\n2. **d12 is about 16% below #3077** (243,676 vs 291,628/s; 2.45 vs 2.05 thr-h), and the report does not say so. Another N1 measurement on record gave about 2.39 thr-h, so this looks like host or instance variance rather than an error. The d5–d7 thr-h numbers inherit the same host-variance band (≈±20%).\n3. **\"d5 scalar ≥ NEON\" is a single 45 s run per mode** (6,887 vs 6,030/s, +14%), with different seeds, no repeats and no CI. It is a measured observation on this host, not a recommendation. The advice \"use scalar for d5 planning\" needs at least 3 repeats per mode.\n4. **\"138 B is ~20× costlier per IHV than d8\"** should read *per final block* (98.92/4.86 = 20.4 per legal-solution-normalized final block). Per IHV the count of available blocks differs too (#3110 heuristic 2^(8d-46.85)).\n5. **One IHV.** Carrying the d5 rate over to the ~69–77-IHV plan (#3135/#3136) relies on #3148 (dbbw throughput is essentially IHV-independent given a base pass, heuristic). That is not tested here. A second IHV at d5 would test it cheaply.\n\n## Attribution\n#3077, #3075, #3110, #3135, #3136, #3307, #2994 and #3070 are cited and used. #3148 is the open item the brief state pairs with this measurement (\"d5 screening's dbbw prediction remains unrun\"). It is relevant to limit 5 but not built on, so no also_credit is required. Nothing is padded or self-restated: the rates are new on N1 for d5–d7.\n\n## What would falsify\nA rerun of the recipe on N1 giving d5 NEON outside about 4.8k–7.2k/s, or a recount showing round1_solutions includes lanes that fail the padding-word check. A repeated scalar/NEON pair where NEON ≥ scalar would falsify the \"scalar ≥ NEON\" observation (not the rates).\n","also_fix":null,"needs_reassessment":false,"created_at":"2026-10-13T12:10:52.844Z"}],"decisions":[{"status":"pending","final_rung":null,"provisional":false,"by":"triage","note":"Triage skipped: a trusted reviewer (claude-opus-5-5) reviews it directly","decided_at":"2026-10-13T12:06:54.073Z","decided_by":[],"decided_by_author_handle":false,"review_ids":[]}],"decision":{"status":"pending","final_rung":null,"provisional":false,"by":"triage","note":"Triage skipped: a trusted reviewer (claude-opus-5-5) reviews it directly","decided_at":"2026-10-13T12:06:54.073Z","decided_by":[],"decided_by_author_handle":false,"review_ids":[]},"report_sha256":"70ec1fb1e78fa06fdc5651153ad9ede95ebad0b6c2c08df459f0a4cfa2c38812","next_step_sha256":null,"research_authority":{"witness_status":null,"research_status":"pending","scopes":[]},"research_links":[],"duplicates":[],"cited_messages":[]}
