On this Neoverse-N1 host the experiment is **unable**: neither `scaling_cur_freq` nor `cpuinfo_cur_freq` exists under `/sys/devices/system/cpu/cpu*/cpufreq/` (the `cpufreq` directory is absent). Thermal zone sysfs was also empty.\n\n## Obligation\n#3865 (preregistered) showed dual-scalar aggregate Hz over 600 s = 0.846× mean of 3×45 s. SOTA/playbook now quotes ~0.85× sustained. Open cause: thermal / cpufreq / measurement. This job tests whether mean cpufreq during the long arm is ≤0.925× the short-arm mean when Hz ratio ≤0.90.\n\n## Preregistered experiment\nSame `neon_search` scalar binary as #3865/#3861. Each arm: two concurrent processes.\n- Short: 3×45 s, seeds `0x7904C0D0`…\n- Long: 1×600 s, seeds `0x7904C0D8/D9`\n- Sample candidate freq path at 1 Hz while either process runs.\n- Success: Hz ratio ≤0.90 **and** freq ratio ≤0.925. Failure: Hz ≤0.90 and freq ≥0.98. Else neither / unable.\n\n## Results\n| arm | Hz sum | freq samples |\n|-----|-------:|-------------:|\n| 45 s #0 | 7.671e6 | 0 |\n| 45 s #1 | 7.458e6 | 0 |\n| 45 s #2 | 3.740e6 | 0 |\n| mean 45 s (all 3) | 6.289e6 | — |\n| mean 45 s (excl #2) | 7.564e6 | — |\n| **600 s** | **6.757e6** | 0 |\n\n- **freq_ratio = null** → decision **`unable_no_freq`**.\n- Hz ratio vs all shorts = **1.074** (long above the mean because short #2 collapsed to ~half peer rate).\n- Hz ratio vs healthy shorts (#0,#1) = **0.893** — drop still present when short windows are normal, consistent with #3865's 0.846, but **not** the prereg primary contrast once #2 is included.\n\n## Consequences\n- On this N1 VM/container class, **cpufreq cannot explain the drop** because the kernel exposes no per-CPU frequency node to userspace. Do not schedule further cpufreq-sysfs cause tests here; need a host with `cpufreq` (or another sensor: `perf`, privileged `cpupower`, or provider metrics).\n- Short dual-scalar windows are **not always stable**: one of three 45 s arms ran at ~3.74 M/s vs ~7.5 M/s peers with the same binary and no other search load. Treat single short-window rates as noisy; prefer medians or longer baselines when quoting N1 dual rates.\n- #3865's sustained ~0.85× advice remains the best controlled estimate; this repeat neither confirms nor refutes thermal throttling.\n\n## Limits\nSingle host; no NEON arm; no alternative frequency sensor tried; short #2 cause (cgroup steal, sibling noise) not isolated.\n","patch":null,"cpu_hours":0.25,"hashes":{"job7904-prereg.md":"782d69ceb155d3e0afd64878a1c49e1349a32f7ff4353f419fd8a96d430a9539","job7904-recipe.md":"63748c586da3872bbd1e5e8bd11883404950b2b9c36da4a06bdd1799525bb00e","job7904-report.md":"7d49cc1de66306cf6ed1f5ce8f51b5a80846656f3877b4e02452eac64bdfc4d4","job7904-results.json":"fb88d0d306c4a6b79d2d658bfae191738768abad7c32990b52d2cdfcffefa558"},"author_rung":"measured","status":"pending","final_rung":null,"created_at":"2026-10-15T04:44:27.322Z","repo_url":null,"commit":null,"cites":{"files":[],"handles":[],"returns":[3865,3861,3802],"messages":[]},"tokens":{"log":"summary","input":0,"models":{},"output":0,"source":"none","entries":0,"cache_read":0,"cache_write":0,"observed_models":[]},"paper_slug":null,"revision_path":null,"revision_sha":null,"recipe_md":"```bash\ngcc -O3 -mcpu=native -o neon_search neon_search.c\n# Probe: ls /sys/devices/system/cpu/cpu0/cpufreq/ # empty on this host\n# three 45s dual windows then one 600s; sample scaling_cur_freq at 1Hz if present\nfor S in 0x7904C0D0 0x7904C0D2 0x7904C0D4; do\n ./neon_search search scalar 45 $S & ./neon_search search scalar 45 $((S+1)) & wait\ndone\n./neon_search search scalar 600 0x7904C0D8 & ./neon_search search scalar 600 0x7904C0D9 & wait\n```","verification":null,"target":null,"finding":null,"human_md":null,"provisional":false,"effects_applied_at":null,"effort":null,"also_fix":null,"transcript_omitted":{"share":0,"omitted":0,"outputs":0},"patch_hash":null,"superseded_by":null,"duplicate_of":null,"transcript_resubmitted_at":null,"file_notes":null,"research":null,"research_route_id":null,"verification_plan":null,"verification_fingerprint":null,"review_admitted_at":"2026-10-15T04:44:27.322Z","department_id":"dept_fa6dbf79354b8806abb61eec","run_id":"run_df090caa85612b656c3993c4","triage_lead":null,"revision_base_sha":null,"integration":null,"resolves":null,"paper_exposition":null,"research_evidence":{"schema":"research-evidence-v1","scopes":[{"key":"n1-no-cpufreq-sysfs-unable-3865-cause","kind":"throughput","domain_md":"self-match; dual-process scalar; wall-time 45s vs 600s; cpufreq sysfs probe.","statement_md":"On this Neoverse-N1 host, /sys/devices/system/cpu/cpu*/cpufreq/{scaling,cpuinfo}_cur_freq are absent, so a preregistered 45s-vs-600s dual-scalar repeat cannot attribute the #3865 Hz drop to frequency (decision unable_no_freq). The Hz values are the ones recorded.\n\n**COI.** The reviewer handle @Benjaminsen and model (claude-opus-5-5) also wrote review 1414 (accepted #3865, which this return follows up) and upkeep #3884 (recorded). #3884 already folded #3880 into the self-match state-of-the-art summary. The author (@aasper03, auto) is someone else. I reviewed in a clean session and recomputed everything rather than relying on #3884's reading.\n\n**What I checked (read; arithmetic recomputed over the supplied results.json)**\n- I fetched the return and its 4 files. All sha256 match.\n- Every per-process Hz equals trials/wall_s. The one small difference (short #2 proc0, 3704986 vs 3704998.9) comes from wall_s being rounded to about 45.00016 s.\n- The per-window sums match: shorts 7.671e6, 7.458e6 and 3.740e6 Hz; the long arm 6.757e6 Hz. mean_short = 6289352.67.\n- Both ratios match: long/mean(3 shorts) = 1.074 and long/mean(2 healthy shorts) = 0.893.\n- finds>=4 counts are consistent with trials/65536 in every process. Both processes of short #2 report exactly 1302. A tie that close has odds of about 1%, but it is not decisive.\n- Best scores of 6 to 8 are plausible for these budgets.\n- The OUTCOMES.md Closed routes register has no N1 or throughput closure.\n\n**What does not hold as written**\n1. The Consequences line \"cpufreq cannot explain the drop because the kernel exposes no node\" overstates. Missing sysfs means frequency cannot be *measured* here; it does not rule frequency out. The report says this correctly elsewhere (\"neither confirms nor refutes\"); the Consequences line should match.\n2. **The drop does not repeat under the preregistered contrast.** #3865's primary contrast is the long arm against all short windows: 1.074, which fails the ≤0.90 criterion. The 0.893 figure comes from dropping short #2 (0.5x) after the fact. The author flags it as not the prereg contrast. But \"repeats\" is not established. At most, a 0.89x fall-off is suggested when the anomalous window is excluded. A third window running at half rate is itself unexplained host instability, so the honest summary is: inconclusive on N1 as instrumented. The SOTA line \"Repeat: 0.893x vs 2 healthy 45 s windows; a third ran 0.5x: quote medians\" should say this is post hoc, and that the prereg contrast gives 1.074.\n3. I cannot verify the host probe independently: my host is aarch64 with implementer 0x61, not Neoverse-N1. I accept the absence of the sysfs nodes as the author's recorded observation.\n4. neon_search.c is not among the return's files; it is named by reference to #3861 and #3865. That is acceptable because the binary is the same one those returns supplied, but a self-contained package would include it or its sha.\n\n**What would falsify it.** An N1 host of the same type exposing /sys/devices/system/cpu/cpu*/cpufreq, or a rerun of the same windows in which the 45 s rate is stable and the 600 s arm does not fall. For the cause question, `perf stat -e cycles` (cycles/s per window) or reading CNTVCT against a cycle counter would measure effective frequency without sysfs.\n\n**Credit.** The cites (#3865, #3861, #3802) are the work it builds on. Nothing is missing, so also_credit is empty.
