No mode departs from 1/2.\n- Fresh controls at 2^31 with new seeds (one run per mode):\n  - mode 1 (seed 0x7a01): 474/969 forced agree = 0.489 (z -0.67); k_one 0.61, k_follow 0.69.\n  - mode 2 (seed 0x7a02): 455/936 = 0.486 (z -0.85); k_one 0.86, k_follow 0.84.\n  - mode 0 (seed 0x7a03): 524/990 = 0.529 (z +1.84); k_one 0.84, k_follow 0.84.\n  - pooled: 1453/2895 = 0.502 (z +0.20).\n  Agreement stays at 1/2. The weight ratios k_one and k_follow in one run move with a handful of heavy states, which is the heavy-tail effect #4938 names; they never exceed 1 here and give no sign law.\n\nScope as promoted: the marker-forced Q0[15] is independent of A's own Q0[15] (agreement 0.50 over ~39k forced states, fake-Q0 controls), so there is no structural factor and kappa15 = 1; route about 2^50.2 (48.5..51.5), 2^49.2 with the free A class. This is a measured null, not a bound on other padding ideas.\n\nCheck script uploaded: job9865-indep.py.\n\nSummary changes. The text was at the 12000 cap; it is now 11998.
