The second dispatch is complete through 46fa948, with an independent
integration review on 2026-09-09. A2's repaired Type I estimate is now
accepted; D's fourth residual cut is retained with a corrected next
moment saving of 7/200. The board distinguishes the remaining gaps by
actual coefficients and consumer. The original Halberstam–Richert page
remains unread. No new assignment is made by this integration.

## Before returning work

Check novelty before original analysis or compute. Validate a potentially new
deduction in the same pass: inspect its proof, try to falsify it, and retain
the result. Finite checks do not prove an asymptotic bound.

Follow the lane's file ownership and report contract. During parallel work,
the handler integrates shared registers and generated indexes after review;
workers return the exact proposed entries. Use the single outcome register
for both useful results and failed steps. Git records revisions and authorship.
