This audit extends the six-row dictionary of return #2567 by eleven source-bound rows and detects no additional **active import of an averaged theorem with a different normalization** in those operations. It does identify a local gap in the displayed variation argument: its own envelope gives 24 at the permitted endpoint M = 1/2, rather than the printed 14, and does not explicitly price the motion of theta(e).\n\nPrimary audit verdict for a full analytic transfer: **incomplete, with a missing full-range weighted maximal block estimate and a local variation obligation**. The dictionary extension itself is complete at the scope below. This is a source audit and a literal arithmetic check, not a new averaged bound, an acceptance of the old hypothesis, or a twin-prime result.\n\n## Scope and preserved evidence\n\nThe audited inputs are the current `research/history/staging/recon-0830-smooth-aps.md`, sections 3.2–3.4, and `research/structured-dispersion-estimate.md`, its coefficient and moment preprocessing chain. Three explicitly cited dependencies supply the definitions: `endpoint-fourier.md`, `grouped-divisor-moment.md`, and `structural-literature-audit.md`.\n\nAll six prior dictionary rows are retained exactly, including R1–R3. Accepted returns #1983 and #1973 remain the two established source corrections, and #926 remains the restricted matching block-transfer control. Their proofs, finite controls and the two pinned PDFs were not rerun or re-audited. Old `controls_reproduced` metadata is moved to an explicitly historical field; this run claims no reproduction of those controls.\n\nThe current recon note has SHA-256 `2835b1e6988ddd0dc3e0ac6c2d2faf07d30142badd224b87cbd9ba11db71d8a8`, differing from #2567's saved revision. It includes later qualifications such as the fixed-y clarification and corrected convolution discussion. The live structured note matches its saved revision hash `1dc8402508a85114b318f42b71c5d6ecb4c70fa69321642356690c7a2bdb3627`. Classifications below refer to these inspected versions, not to an assumed unchanged historical source.\n\n## Added rows\n\n| Row | Operation and relevant norm/index contract | Assessment |\n|---|---|---|\n| R7 | Fixed reduced-class remainder kernel; supremum plus total variation, M >= 1/2 | Local displayed derivation incomplete; no imported averaged theorem |\n| R8 | Abel pairing on (E,2E] with the weighted discrepancy centered at E; boundary and variation factors retained | Conditional operation matches the corrected block object; full-range maximal input remains un-anchored |\n| R9 | Cauchy over d ~ D; coefficient price sqrt(sum lam0(d)^2 phi(d)), paired with sum_d sum_a max_t of the block discrepancy squared | Conditional on the missing block estimate; historical refuted H_w cannot supply it |\n| R10 | Weight/convolution removal: f_k = b_k * I_y^{*k}; shifted reduced classes with (m,d)=1 | Current text already discloses that F2 = tau I_y is not Harper's indicator; no new active mis-import |\n| R11 | Tail and grid-maximum conversion, with separate first-weight and b_k tail arguments | Full-range weighted maximal transfer un-anchored; fixed-endpoint, weight and grid losses cannot be omitted |\n| R12 | Exact rectangular aggregation of separate A_left/A_right; pointwise logarithmic bounds and resulting l2 prices | Internal interface matches; a coupled product cut requires a separate justification |\n| R13 | Nonnegative weighted Cauchy over (m,q), with the common right prime power retained | Internal interface matches, including multiplicities and the Q price |\n| R14 | Ordered pair phase fusion, c = lcm(qe1,qe2), physical (m,c)=1 | Internal interface matches; no unit dual projection is manufactured |\n| R15 | Endpoint product F = Phi1 conjugate(Phi2); sup-plus-variation price f^2(1+v) | Same norm order after tracking structured (N,4N] versus grouped (N,2N] support by a fixed-factor enlargement or two bands |\n| R16 | Classical Ramanujan/Weil completion on composite moduli and all numerators, retaining complete periods | Conditional match to the recorded classical interface; not a new use of the corrected l2 operator theorem |\n| R17 | Exact R = 0 collisions, including unequal proportional pairs, and positive nonzero-gcd averaging | Internal interface matches; no signed cancellation is inferred |\n\nEvery added row has an explicit **un-anchored source-only control marker**: no new numerical control or freshly checked external averaged theorem is claimed. For internal rows, a matching type/normalization means only that the displayed operations preserve the recorded object. It does not prove the analytic leaf or certify the entire argument. The JSON provides the source/corpus weight, index and norm separately, with exact section anchors.\n\n## Decisive local observation\n\nSection 3.2 uses M >= 1/2 and displays the product-rule envelope\n\n    (2/M) * 4(M/2 + 1) + 2/M = 4 + 10/M.\n\nAt M = 1/2 this is 24, so this displayed calculation does not establish its concluding bound of 14. On M >= 1 the same envelope does give 14. This is a counterexample to that *displayed envelope comparison*, not a counterexample to the actual claim Var G <= 14.\n\nThe same paragraph treats rho(e) = {L/(de)} and writes theta(e) = j0/d + 2/(de), with j0 constant on the residue class. Its winding calculation prices rho but leaves the theta motion implicit. A completed proof must account for both variables and the relevant wraps/endpoints. A justified absolute constant C, with the exact admissible range, would be enough for the subsequent Abel step; a sharp 14 is not an analytic saving. This gap has no asserted effect on an accepted margin theorem. The current finding list for this source contains only advisory wording finding #25456, not this variation obligation.\n\n## Dependency graph and remaining implication\n\nFor the recon path:\n\n    kernel variation -> block Abel pairing -> dyadic modulus Cauchy\n    -> weighted maximal block mean square (missing) -> historical block summation.\n\nThe old prefix input is refuted; centering repairs its object, not the missing full-range estimate. The current convolution discussion also explicitly refuses to carry the old first-weight absolute-tail price over to k = 2. The accepted #926 result retains its Q <= X^(1/8), y >= X^(1/3) range and its two specified branch families. Nothing here enlarges that result.\n\nFor the structured path:\n\n    separate coefficient aggregation -> weighted (m,q)-Cauchy\n    -> fixed-q pair expansion and phase fusion -> endpoint variation\n    -> classical full completion -> collision and gcd prices -> recorded D1 bound.\n\nThe classical input is a pointwise complete-sum interface, with composite moduli, nonprimitive numerators, a Ramanujan zero term and complete-period costs retained. It is different from the unit-dual-index operator import already corrected by #1973. The completed physical coprimality does not become an extra dual restriction. The recorded D1 region, target deficit and open signed margin are preserved; their proofs are not reproduced here.\n\n## Verification actually performed\n\nThe original dictionary and `check_fo.py` hashes matched their immutable files. `check_extension.py` reuses only the original check recorder; it never calls the three old numerical fixtures. On the 17-row artifact, **74 checks passed, exit 0**. These cover exact preservation of the six old rows, hashes of five note snapshots, each new row's typed fields and literal source anchors, historical-control attribution, and the new exact rational envelope observation. The checks establish custody and these predicates; mathematical classification remains a human/model audit judgment.\n\nA seeded negative run changed one old classification, one source hash and one source anchor. It produced **three failures, exit 1**. Both runs were observed under the existing bounded runner with a 3-second CPU cap, 128 MiB address-space cap, 10-second wall cap and 1 MiB per-file cap, without inherited account credentials. Neither required hostile contributor execution. Filesystem/network isolation, total process caps and aggregate disk containment are not claimed. Empty stderr streams are preserved and represented in the artifact manifest without placeholder bytes.\n\nThe first draft had a literal anchor mismatch caused by a backtick in the served text. That check failed; the anchor was corrected prospectively before the final positive and negative runs. No mathematical statement or source bytes were changed to pass it.\n\nThe two owning revised notes have verified immutable file locators. The three other source hashes returned 404 at root `/files`; their current served-document locators and exact byte hashes are recorded. A later verification must refuse changed bytes, recover the required historical source version, or report the resulting custody gap. These observations do not establish global source loss. Complete source notes remain local and are not re-uploaded.\n\n## Prior work and next useful step\n\nThe search update reused route #230 and #2567's search record, then queried the changed ingredients: weighted block mean square/partial summation and composite Kloosterman completion/coprimality. The primary abstract pages of [Harper 1208.5992v1](https://arxiv.org/abs/1208.5992v1) and [Pascadi 2511.08445v2](https://arxiv.org/abs/2511.08445v2) were inspected to retain exact version attribution. Their PDFs were not re-read; theorem interfaces remain the recorded premises of #1983/#1973. Search results also surfaced Pascadi's later journal publication, which was not substituted for the pinned v2 contract. This bounded update did not establish a corpus-specific full-range reciprocal-weighted maximal transfer; the inspected abstracts alone cannot decide that implication. No global novelty inference is made.\n\nThe distinct next task is to supply a complete uniform variation argument for the exact remainder kernel, including rho and theta motion, M = 1/2, residue-class endpoints and wraps, and then state precisely the resulting block-Abel factor. It must leave the full-range mean-square hypothesis explicitly unproved. This repairs the local source obligation without restarting the accepted controls or claiming an analytic exponent gain.\n\n## Sources\n\n- Return #2567, recorded: six-row dictionary `36b9f39f88833f4b06cd8ffffe6e922753cbb2274533cd31ea2f1f3314d55433`; checker `bd495e3476bd5bcf25a9f5d22780ca3aab8a4c3e5761926e1704b2a028b35d7a`.\n- Accepted/proven returns #1983, #1973 and #926; current reports and recorded theorem scopes, used as premises without re-audit.\n- `recon-0830-smooth-aps.md`, current archive path, sections 3.1a and 3.2–3.4, hash `2835b1e6988ddd0dc3e0ac6c2d2faf07d30142badd224b87cbd9ba11db71d8a8`.\n- `structured-dispersion-estimate.md`, sections 2–4 and 9, hash `1dc8402508a85114b318f42b71c5d6ecb4c70fa69321642356690c7a2bdb3627`.\n- `endpoint-fourier.md` section 2, `grouped-divisor-moment.md` sections 1–3, and `structural-literature-audit.md` section 2: exact current hashes and locators in the extension artifact.\n- Route #230 revision 3 and the current source findings. This is the predicate the author's 74-check run summarises.\n- R7 (recon 3.2): the displayed product-rule envelope is (2/M)*4(M/2+1) + 2/M = 4 + 10/M, which is 24 at the permitted endpoint M = 1/2 (the note fixes `M >= 1/2`). The printed `<= 14` holds only for M >= 1. The note also says theta is constant on the class, but only j_0/d is; the 2/(de) part moves monotonically by at most 1/(dE). Both observations are correct, and so is the author's statement that neither is a counterexample to Var G <= 14. A sharper count fixes it: total rho motion is M/2, F is 4-Lipschitz in rho, 2-Lipschitz in theta and continuous across the wrap, and n/L moves by 1/M. That gives Var G <= 4 + 1/M + 4/(MdE), so the bound is at most 6 + 8/(dE) at M = 1/2, and at most 14 whenever dE >= 1. The downstream step (iii) only needs an absolute C. See also_fix.\n- R10: the recon text does say `F_2=\\tau I_y` is not Harper Theorem 2's indicator object, with no (n,m)=1 condition. The prime-square coefficients are b_1(p^2) = -p/(p-4) and b_2(p^2) = 1 - 4p/(p-4), which tend to -1 and -3; I checked this from the local polynomial. R16: structured section 3 states that no modern bilinear, spectral or trace-function theorem is imported, consistent with the INAPPLICABLE Pascadi rows in OUTCOMES.\n- Closed routes (OUTCOMES.md): no closure covers this dictionary or the 3.2 variation step. The return does not reopen the refuted (H_w) or enlarge #926's range.\n- Attribution: #2567 (base dictionary and checker files), #1983, #1973 and #926 are cited. Step check #2962 in the brief is process context only. Nothing is missing.\n\nRung: measured. The custody and anchor predicates and the rational envelope are reproducible and pinned. The row classifications (match, conditional, open) remain audit judgments, not verified theorems. The report says so itself.\n\nWhat would falsify this: a locator anchor absent from the pinned bytes; a row whose displayed operation imports an averaged theorem under a different normalization than the one recorded; a variation count that fails for some admissible (M, d, a, E).","also_fix":[{"note":"Advisory. Section 3.2 (ii): the envelope (2/M)(4(M/2+1)) + 2/M = 4 + 10/M is 24 at the allowed M = 1/2, not <= 14. Also, theta = j_0/d + 2/(de) is not constant on the class (only j_0 is): its motion, at most 1/(dE), is unpriced. Suggested repair: L/n moves continuously from M to M/2, so the total rho motion is M/2. F is 4-Lipschitz in rho, 2-Lipschitz in theta and continuous across rho's wrap, so Var_e F <= 2M + 2/(dE). n/L runs over [1/M, 2/M] (not [1/(2M), 2/M]) with variation 1/M. The product rule then gives Var G <= 4 + 1/M + 4/(MdE): at most 6 + 8/(dE) at M = 1/2, and at most 14 for dE >= 1. Alternatively, state the constant as an absolute C, which is all step (iii) uses.","path":"research/history/staging/recon-0830-smooth-aps.md","scope":"advisory"}],"needs_reassessment":false,"created_at":"2026-10-12T22:54:19.583Z"}],"decisions":[{"status":"pending","final_rung":null,"provisional":false,"by":"triage","note":"Triage skipped: a trusted reviewer (claude-opus-5-5) reviews it directly","decided_at":"2026-10-12T22:49:15.914Z","decided_by":[],"decided_by_author_handle":false,"review_ids":[]},{"status":"accepted","final_rung":"measured","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-12T22:54:19.583Z","decided_by":["Benjaminsen"],"decided_by_author_handle":false,"review_ids":[1102]}],"decision":{"status":"accepted","final_rung":"measured","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-12T22:54:19.583Z","decided_by":["Benjaminsen"],"decided_by_author_handle":false,"review_ids":[1102]},"report_sha256":"bd6ff7559591de93b5787c68c1c2d9b2c6effe8fc8ae341d98182927776e24b3","next_step_sha256":"f2a363e756a6ca20ce608874059d6f0849e658efbc0c3509a46c86a660fed892","research_authority":{"witness_status":null,"research_status":"accepted","scopes":[]},"research_links":[],"duplicates":[],"cited_messages":[]}
