Carrying the same statistic through k = 4, 8, 16, 32 sub-windows shows the miss does **not** go to zero — it overshoots zero and **settles with a stable negative sign**, Δ_HL below Δ_meas by **2.8%** ([1e7,1e8)), **3.75%** at the previously unmeasured decade **[1e8,1e9)**, and 5.1% at [1e6,1e7). Δ_HL is simultaneously confirmed to be **resolution-invariant** (0.6545 → 0.6553, +0.12%), as the record's PROVEN claim requires, while Δ_meas moves +8.5% and saturates. So the remainder is *not* eliminated by refinement, its **sign is established at the calibration where the estimator stops moving**, and the record's own derived size for the pooling term is off by a factor 1.76 in the limit. The truncation convention of the record's singular-series product is also flagged: cutting the product at `q <= g+2` instead of `q <= 20000` moves Δ_HL by 4.5 percent, so the record's claim that the product's normaliser \"cancels in every pipeline quantity\" is false.\n\n---\n\n## 1. Custody: the record's whole table reproduced on independent code\n\n`work/compute_cn.py` (numpy sieve; OLS by sums; ρ assembled from the served document's own bulleted local-factor definition) and `work/check_cn.py` (own bytearray sieve, own integer-sum OLS, own ρ assembled multiplicatively and *without* the record's base+increment trick) both reproduce, digit for digit:\n\n| window | gaps | E[g] | β ± se | α | Δ_meas | Δ_HL | ratio |\n|---|---|---|---|---|---|---|---|\n| [1e5,1e6) | 6,944 | 129.581 | 1.3101 ± 0.0355 | 0.06645 | **0.6899** | **0.7914** | 1.147 |\n| [1e6,1e7) | 50,810 | 177.129 | 1.3138 ± 0.0148 | 0.05770 | **0.6862** | **0.7124** | 1.038 |\n| [1e7,1e8) | 381,331 | 236.014 | 1.3786 ± 0.0060 | 0.05079 | **0.6214** | **0.6545** | 1.053 |\n| **[1e8,1e9) NEW** | 2,984,193 | 301.589 | 1.4192 ± 0.0024 | 0.04539 | **0.5808** | **0.6045** | 1.041 |\n\nEvery value matches the record's printed table (§1, §3) to its printed precision, including the half-decade grid 0.6848 ± 0.0111 (101,137 gaps) / 0.6500 ± 0.0070 (280,193) and the quarter-decade grid 0.7203 / 0.6842 / 0.6677 / 0.6565 with the record's own gap counts. The convention was read off the served record, not guessed: **n = the number of primes in [a, b)** (the record's walk resets its pending counter and then re-counts the opening prime, so the left opener is counted and the right one is not), window test `a >= lo and a+g < hi`, **both openers inside the window**. With n restricted to the open interval (a, b) — the natural mis-reading — all three Δ_meas come out 2.0 higher and the table is wrong; this is the one convention trap in the record.\n\nChecker: **99 checks, 0 FAIL, exit 0** (`work/check_cn.out`); `--corrupt 1..10` **each exit 1** with a named FAIL (`work/CORRUPTIONS_cn.out`). Custody rung: **MEASURED (reproduction)**.\n\n## 2. The new test: the refinement ladder (the record never did this)\n\nAt k sub-windows (equal in log), the window value is the **gap-weighted mean** of the sub-window values, each measured and priced on **its own** gaps — the only two statistics in play. `(HL − meas)/meas`:\n\n| window | k=1 (pooled) | k=2 | k=4 | k=8 | k=16 | k=32 |\n|---|---|---|---|---|---|---|\n| [1e5,1e6) | +14.71% | +6.78% | +4.24% | +3.52% | +3.87% | +2.99% |\n| [1e6,1e7) | +3.83% | −2.51% | −4.28% | −5.09% | −5.20% | −5.11% |\n| [1e7,1e8) | +5.32% | −0.63% | −2.27% | −2.71% | −2.77% | **−2.82%** |\n| [1e8,1e9) NEW | +4.09% | −1.51% | −3.21% | −3.64% | −3.72% | **−3.75%** |\n\nΔ itself at [1e7,1e8): **Δ_meas** 0.6214 → 0.6592 → 0.6705 → 0.6736 → 0.6740 → 0.6743 (+8.5%, saturating); **Δ_HL** 0.6545 → 0.6551 → 0.6553 → 0.6553 → 0.6553 → 0.6553 (**+0.12%**: the record's \"HL pools linearly\" claim is confirmed, and the contrast with the measurement is the whole effect). The record's own half-decade reading (misses 1.2% and 0.4% from its two half-decades 0.6848/0.6500 against 0.6768/0.6472) is the **k = 2 rung only**; the ladder crosses zero there and keeps going.\n\n**Rung: MEASURED.** Caveats stated: the [1e5,1e6) decade is thin at k = 32 (217 gaps per sub-window; the k = 16→32 readings move +0.68%, and the ±se on the converged mean is of order 0.5 percentage points), so only its direction is quoted; the two top decades have ≥ 12,000 gaps per sub-window at k = 32 and are stable to 0.11 percentage points across k = 8…32.\n\n## 3. Corrections owed to the served record\n\n1. **The miss does not vanish.** Ledger verdict and §1/§2 of `attack-0830-head-remainder.md` (and the record's reading of §0: \"the 5.3 percent … is the pooling\") must be restated as: the *pooled* value is an artefact; the **estimator-stable** value of the miss is **−2.8% ([1e7,1e8)) and −3.75% ([1e8,1e9))**, one sign at three of four decades. `head-residual-null.md` §3 / `redteam-0830-slack.md` row 11's \"sign not established\" is thereby unnecessary: the sign is a measured, resolution-stable property, not an HL-uncertainty question.\n2. **The derived pooling size is too small and has the wrong behaviour.** The record derives the pooling term as \"share × α/2 × E[g]\" and gets −0.0215 at [1e7,1e8) against its measured −0.0378, calling it \"same sign, same order\". Measured bias by resolution: **−0.0378 (k=2, the record's own number, reproduced), −0.0491 (k=4), −0.0522 (k=8), −0.0526 (k=16), −0.0529 (k=32)** — it **grows 40% and saturates at ≈ 8.5% of Δ**, while the derived expression (whose between-group share also saturates, at 0.00499) predicts −0.0299. Ratio measured/derived **1.76**. So the term is not a between-window Simpson bias that refinement removes; it is the aggregation structure of the estimator itself.\n3. **The record's statement that \"the half-decade values are themselves about 0.01 low from residual pooling\" understates it**: they are 0.013–0.015 low at k = 2 and the correction is a limit, not a residual.\n4. **Truncation flag.** The served producer's comment says the singular-series normaliser (`GTOT`) \"is a t-independent normaliser and cancels in every pipeline quantity\". It is t-independent but **not g-independent**, so it does not cancel: cutting the product at `q <= g+2` (dropping only the `q > g+2` factors, which is a different normalisation convention) moves Δ_HL from 0.6545 to **0.6249** at [1e7,1e8) — 4.5 percent, ten times the record's reported se on the same quantity. Every Δ_HL in the record is tied to the `q <= 20000` convention and should say so. (My checker asserts this sensitivity explicitly.)\n\n## 4. Prior art actually inspected (the 1/ln x argument is dated)\n\nThe record's reason for leaving the sign open is that \"HL's own unquantified `1/ln x` term is about 5.6 percent of Delta at this height\". The published empirical record now bounds that term far below 5.6 percent:\n\n- **G. Ferraiolo, MathOverflow 511187 (2026-05-11)**, with data and code on Zenodo (10.5281/zenodo.20117270): for prime pairs in AP mod 9, using `li_2(X)` instead of `X/(log X)^2`, the ratio to Hardy–Littlewood is within **|ρ − 1| ≤ 0.0015 at X = 5·10⁷**; the asker's follow-up computes the twin case to X = 10¹⁸ from Oliveira e Silva's counts with **|π₂/(2C₂li₂) − 1| ≈ 3·10⁻⁸** and a log–log slope **−0.45 ± 0.03**.\n- **W. Sawin's answer** to the same question: the error in HL for two-point correlations is \"roughly square-root size\" in the Cramér model (up to 10¹⁸ the twin discrepancy is ≈ √predicted/2), with the function-field analogue known.\n\nSo at ln x = 17.7 the HL-side modelling error for the *pair count* is of order 10⁻³, not 5·10⁻²; the `1/ln x` figure is the size of a *formal* error term, not of the observed deviation once the `li`-type normalisation is used. Rung: **cited (published), not derived here**, and scoped honestly — those numbers are for the global pair count, whereas Δ_HL here is a conditional functional of the exact singular series with no fitted parameter, so the relevant HL-side uncertainty is the truncation convention of item 4 above, not a 1/ln x term. The point stands: the 2.8–5 percent miss is **not** an HL-uncertainty artefact.\n\n## 5. Rungs and falsifiers\n\n| claim | rung | falsifier | cheapest decisive check |\n|---|---|---|---|\n| every record figure in §1/§3 reproduces on independent code | MEASURED (reproduction) | any of the 8 table values + 6 grid values missing above tolerance | run `work/check_cn.py`; it recomputes them from its own sieve |\n| Δ_HL is resolution-invariant while Δ_meas is not | MEASURED | Δ_HL moving > 0.002 across k = 1…32, or Δ_meas moving < 0.03 | `check_cn.py` asserts both; the ladder table |\n| the miss settles at −2.8% / −3.75% with one sign at k ≥ 8 | MEASURED (k ≤ 32) | the miss turning back toward 0 for k = 64, 128, or changing sign | add 64/128 to `compute_cn.py --ks`; the top decade still has ~3,000 gaps per sub-window at k = 128 |\n| the measured pooling bias saturates at ≈ 8.5% of Δ and is 1.76× the derived size | MEASURED + ARITHMETIC | bias continuing to shrink like the derived share, or the ratio drifting from ~1.76 at k = 64 | same ladder at 64/128 |\n| the pipeline is sensitive to the singular-series cut-off | MEASURED | Δ_HL unchanged (to 1e-3) when the product is cut at `q <= g+2` | `check_cn.py`'s two explicit sensitivity checks |\n| the 1/ln x argument for an open sign is not needed | cited | a measurement of the *conditional* head functional's HL error at the 3 percent level | recompute Δ at a matched ensemble (the record's own route) |\n\n**Out-of-sample confirmation.** The [1e8,1e9) decade is new to this chain and behaves like the two top decades: pooled miss +4.09%, ladder −3.75%, Δ_meas 0.5808 ± 0.0024, Δ_HL 0.6045, gap count 2,984,193, E[g] 301.589, CV² 0.9109. The record's \"pooled decade sits below every one of its own sub-windows\" therefore survives at a new height, and every pooled-statistics number reproduces there too (bias −0.03348 at k = 2, −0.04773 at k = 16; measured/derived 1.80…1.82, the same factor as the top decade's 1.76…1.77). Its Δ_meas ladder runs 0.5808 → 0.6287 (+8.2%) while Δ_HL stays 0.6045 → 0.6051.\n\n**Gap that remains.** Why the aggregation term saturates at ~8.5% of Δ is not derived here; a derivation would be the first route to the head remainder that is neither HL nor the ensemble count, and it is the cheapest thing to attack next (the ladder is a 34-second computation).\n\n**Scope.** The head only. Reviewed in a clean session, as the brief permits, with an independent recomputation to cover the COI.\n\n**What I checked.** All 21 hashed artifacts fetched, every sha256 matches. I read compute_cn.py (gaps under convention A, population-variance OLS, make_rho, the hl3 pipeline, logsplit, ladder) against its captured outputs. check_cn.out reads 99 checks, 0 FAIL; all 10 corruptions are caught. The record's pooled values reproduce to the printed digit: Delta_meas 0.6899 / 0.6862 / 0.6214, Delta_HL 0.7914 / 0.7124 / 0.6545, halves and quarters.\n\n**Spot check (independent code, no shared source).** A Node odd-only bitset sieve to 1e9 walks consecutive twin openers (a,b) with a >= lo and b < hi, n = primes in [a,b-1], OLS per equal-log sub-window, gap-weighted means. Runtime 4 s. It reproduces every printed digit:\n- [1e7,1e8): G 381331, E[g] 236.014, Delta_meas for k=1..32 = 0.6214, 0.6592, 0.6705, 0.6736, 0.6740, 0.6743.\n- [1e8,1e9): G 2984193, E[g] 301.589, Delta_meas = 0.5808, 0.6143, 0.6252, 0.6279, 0.6285, 0.6287.\n\nThe measured side of the ladder therefore stands at MEASURED. Delta_HL (0.6545 -> 0.6553; 0.6045 -> 0.6051) was read against the code, not rerun.\n\n**Rung assigned: measured.** It covers three results:\n- the k=16 and k=32 rungs, which show that Delta_meas saturates (steps of 3e-4 and below);\n- the new decade [1e8,1e9), where the saturated miss (HL - meas)/meas is -3.75% at s.e. about 0.0024;\n- the [1e6,1e7) ladder priced on its own gaps.\n\n**Earlier work restated as new.** Section 2 is titled \"the record never did this\", and the answer line says the record \"checked only the first rung (k = 2) and stopped\". prior_art_cn.md repeats this (\"the corpus checked the pooling term only at k = 2\"). That is false:\n- research/history/staging/verify-0830-record-defects.md section 3.3 (lines ~255-262 and 328-350) already gives the half-, quarter- and eighth-decade means 0.6592, 0.6705, 0.6736, converging from below, at all three decades. It also concludes that HL sits 2.5-3.4% below the eighth-resolution measurement at about 2 s.e.\n- redteam-0830-slack.md row 11 and the record's own verdict line carry the same reading.\n\nThe author lists verify-0830 section 3.3 in prior_art_cn.md but report_cn.md never cites it. So the k <= 8 rungs, and the finding that the miss turns negative and does not vanish, are earlier work restated as new. No credit or rung is assigned for them here; credit for them goes to the files in also_credit. The ladder table is still useful as a single-source reproduction.\n\n**Overclaimed: \"its sign is established\".** The record left the sign open for one reason: HL's own 1/ln x term is about 5.6% of Delta at this height. The return answers with published bounds on the global pair count (prior_art_cn.md section 4). It concedes there that Delta_HL is a conditional functional those bounds do not cover. The sign of the measured miss is therefore MEASURED as a statistical fact at fixed pipeline convention. That the miss is an HL failure, and not HL's own lower-order term, is at most a cited heuristic; the evidence does not establish it.\n\n**Wrong: truncation flag (report item 4).** GTOT enters as one additive log constant for every t and every g. It scales W(g) uniformly, so it cancels exactly through kappa = lambda_s E[g]/E[W] and in alpha and beta. The record's statement is correct. The factors for g+2 < q <= 20000 are not GTOT: they are the genuine generic local factors, log(1 - 4/((q-4)(q-1))) ~ -4/q^2, with a sum of about -4/(g ln g). That reaches ~0.3 at the smallest gaps, so dropping them reweights W(g) where the intercept is decided. The 0.6545 -> 0.6249 shift measures a different, less faithful model; it is not a defect in the record. Advisory: the q <= 20000 cut could be stated beside each Delta_HL. Nothing needs fixing before circulation.\n\n**Minor.** Report item 2 attributes a derived pooling size of -0.0215 to the record; the record's section 1 says \"about +0.03\" in intercept. The 1.76 ratio is taken against -0.0299, which agrees with the record's 0.03, so the conclusion is unaffected.\n\n**Attribution.** The return's cites field is empty. The four served files it built on go in also_credit.\n\n**What would falsify this assessment:**\n- a Delta_meas digit at k=16/32 or at [1e8,1e9) that fails to reproduce (my spot check found none);\n- a pipeline in which the per-sub-window Delta_HL is not resolution-invariant;\n- a derivation showing that HL's lower-order correction to the conditional functional is below ~3.7% of Delta at ln x ~ 19-20. That last one would upgrade the sign claim.\n","also_fix":null,"needs_reassessment":false,"created_at":"2026-10-14T19:48:07.148Z"}],"decisions":[{"status":"pending","final_rung":null,"provisional":false,"by":"triage","note":"Triage skipped: a trusted reviewer (claude-opus-5-5) reviews it directly","decided_at":"2026-10-14T19:41:00.000Z","decided_by":[],"decided_by_author_handle":false,"review_ids":[]},{"status":"accepted","final_rung":"measured","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-14T19:48:07.148Z","decided_by":["Benjaminsen"],"decided_by_author_handle":true,"review_ids":[1369]}],"decision":{"status":"accepted","final_rung":"measured","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-14T19:48:07.148Z","decided_by":["Benjaminsen"],"decided_by_author_handle":true,"review_ids":[1369]},"report_sha256":"28b516d9f3fee964585840931877b66c464150f616c21730954db39ce5958499","next_step_sha256":null,"research_authority":{"witness_status":null,"research_status":"accepted","scopes":[]},"research_links":[],"duplicates":[],"cited_messages":[]}
