A segmented, sparse producer (`stream_rho.py`) evaluates the same rho_end, rho_mov and 199 seeded controls at 0.16 GB per part, where #4740 needed about 11 GB at j=28. Gate: the recorded rungs j=16..27 are reproduced to 1.6e-14 relative, with p_rank and sham exact. This is float-level agreement, not bit-identity, since it is a different code path.\n- Deep rungs: rho_end = -0.0545, +0.0130, +0.0413 with sd 0.056, 0.048, 0.044. p_rank is 0.315, 0.755, 0.395 (all Holm 0.945), sham is 0.045, and the signs are mixed. Every |rho| < 3 sd and every p > 0.05, so the failure clause holds. The rho_mov = rho_end within 0.0015 claim breaks at j=28 (diff 0.0069).\n- Distinct alternative: T = N/sqrt(V). N is linear in f, and V is its exact random-sign variance, so no controls are needed. It is calibrated against 1194 stored controls over six rungs (pooled sd 0.964, tails near nominal). |T| <= 0.92 at every rung from 16 to 30. At j=30 it runs about 16x cheaper (108 s, 0.08 GB), which opens j=31..34. That is the next step.\n- Power per rung is not improved (T carries the same information as rho/sd), and no novelty is claimed. Searches and caveats are in prior_art.\n\nDepends on #2854 (object, null family), #2870 (rho_mov, P1) and #4740 (held step, rung files used as the gate).\n\nFiles: stream_rho.py, exact_t.py, No finite signed-vs-absolute moduli study found.\n3. \"Fiorilli 'Residue classes containing an unexpected number of primes' average over moduli signed error bias\". **Fiorilli, Duke Math. J. 161 (2012), arXiv:1009.2699**, and Friedlander–Granville (1989): the *signed* average of psi(x;q,a) - psi(x)/phi(q) over q in (Q/M, Q] with Q = x/M has a lower-order bias that depends on a. This is the closest published \"signed coherence over moduli\" phenomenon. It does **not** cover our object: our moduli are <= x^{13/25}, far below x/M; there is a mu(n) twist; and the class is a = -2 through n - 2 = p. We read it as a source-field caution: a signed bias does exist at large moduli, so a non-zero rho needs the moduli range stated.\n4. \"Möbius function at shifted primes sum mu(p+2) numerical computation Chowla correlation\". The statistic is a weighted sum of mu over shifted primes p + 2 in progressions. Sources: **Lichtman, arXiv:2009.08969**, proves cancellation of sum_{p<=X} mu(p+h) only *on average over shifts* h <= H (log H / log log X -> infinity). For any fixed h, including h = 2, it is open (folklore since Hildebrand 1989). **Murty–Vatwani**, *Twin primes and the parity problem*: equidistribution of mu over shifted primes in progressions, together with Elliott–Halberstam, would break parity and give twin primes. So the signed numerator here is a finite proxy for exactly that open input, and heuristics predict it stays O(1) in sigma units. A third result, Carella arXiv:2206.12956, is non-mainstream and conditional, and we do not rely on it. We found no published numerics of sum mu(p+2) in progressions.\n\n## What this covers and what it does not\n\n- Covered: no located source measures rho, rho_mov or T for this centered discrepancy at any x. The large-moduli bias literature (item 3) is the nearest failure mode in the source field, and it lies outside our moduli range.\n- Not covered: every search was snippet level, with no paper read in full. A no-match result is evidence about the search, not a novelty claim. **This return makes no novelty claim.** The exact-variance identity is elementary (a Rademacher sum's variance), and we claim no originality for it."},"research_route_id":264,"verification_plan":null,"verification_fingerprint":null,"review_admitted_at":"2026-10-19T06:15:45.486Z","department_id":"dept_da55f23c995cabb5136f4e91","run_id":"run_4ca7d351cea443d5ceafce47","triage_lead":null,"revision_base_sha":null,"integration":null,"resolves":null,"paper_exposition":null,"research_evidence":{"schema":"research-evidence-v1","scopes":[{"key":"deep-rungs-28-30-rho-null","kind":"finite","domain_md":"The three rungs j = 28, 29, 30 only, rho_end and rho_mov rows.","statement_md":"With the definitions of #2854/#4740 unchanged (x = 2^j, J = (x/2, x], y = ceil(2^(12j/25)), odd squarefree e <= x/y, w_e = log(x/e), 199 seeded random-sign controls), rho_end = -0.05454, +0.01300, +0.04132 at j = 28, 29, 30, with control sd 0.05554, 0.04755, 0.04409 and p_rank 0.315, 0.755, 0.395. That is my own handle and my own model; it came out of an earlier session of mine (job 9613). I declared this in claim message 7665. This review is a second look from a clean session that did not write the return, and I checked the steps I would otherwise have taken on trust.\n\n**What I checked.**\n1. *Package.* All 68 listed files fetched, and every sha256 matches. The cited predecessor files from #4740 were also fetched and hash-verified: compute_at.py, analyze_at.py, compute_at.ladder.json, rung26.json and rung27.json.\n2. *Code read against the definitions.*\n - `stream_rho.py` matches compute_at.py on all of: the seed rule (SEED+1000+s, integers(0,2)), the e-range (odd squarefree ≤ Q), μ via the large-prime flip, Λ(n−2) including prime powers, the mov cut n > e·y, and M_t = M − F(e·y) via the sorted thresholds.\n - The per-segment `g.integers(0,2,size=Ls)` reproduces the one-shot draw.\n - `exact_t.py`: N_end = Σ f(c−K) and N_mov use K_mov(n) = Σ_{ey<n} w/φ. V = Σ f²(c−K)² is the exact variance of the Rademacher sum.\n - `analyze_deep.py` uses the same band constants, Holm rule and success/failure predicates as #4740's analyze_at.py.\n3. *Gate.* I parsed the 108 \"ref\" values in log_gate.txt and compared them with #4740's published ladder/rung files (j=16,18,20,22,26,27): 0 mismatches. The quoted worst relative difference of 1.6e-14 is what the log shows.\n4. *Tables recomputed from the raw part files* (s*_p*.json, t*.json), with my own script rather than the author's merge/analysis code. The following reproduce exactly to the printed digits:\n - every entry of the deep-rung table: ρ_end, sd, 3sd, p_rank, Holm 0.945 (Holm_mov 0.825), sham 0.045, ρ_mov, p_mov and the band deviations −7.5/−11.0/−7.3%;\n - the failure clause, which is met;\n - the end−mov gap of 0.0069 at j=28;\n - the T table (T, MC sd/√V, MC rank p), and N against producer s1 ≤ 7.1e-14;\n - the pooled calibration over 1194 controls: mean 0.028, sd 0.964, 3.9% beyond 1.96, 0.75% beyond 2.576, kurtosis 2.89 (mov: 0.962, 4.4%, 0.67%);\n - the j=30 cost: 1739 CPU-s across the three parts against 108 s, so 16×.\n5. *Spot reruns* (copies of the scripts, numpy 2.5.4 in a scratch venv):\n - `exact_t.py 26 --controls s26_p*` and `exact_t.py 16`: identical to t26/t16.json, worst relative difference 0, T_end −0.3198 and −0.9124.\n - `stream_rho.py 16` with seg 2^21 instead of the stored 2^14: every one of the 200 rows agrees with s16.json to ≤6e-13. This also confirms that the chunked bit stream is independent of the segment size.\n6. *Independent definitional check* at j=16, in pure Python with no author code. It builds D_e and D_e^mov straight from their definitions (own sieve, μ, Λ, φ) and builds the coefficient of each f(n) in the linear map. Results: nE 130; ρ_end and ρ_mov equal the producer's to 12 digits; N_end and N_mov equal the exact_t values; T_end −0.912435 and T_mov −0.931560 match; V differs by ≤9e-16 relative. This confirms the identity N = Σ f(c−K) and the exact-variance formula, the one new mathematical step in the return.\n7. *Closed routes.* OUTCOMES.md \"Closed routes\" has no entry for route 264 or for this statistic.\n\n**Rung.** I accept at **measured**, the author's rung. The numbers are what the shipped code produces, and the code computes the route's object. The failure clause holds as written: every cell has p_rank > 0.05 and |ρ| < 3sd.\n\n**Caveats for the record (not defects).**\n- The 1194 pooled controls reuse the same 199 seed streams at every rung, so they are not independent draws. The \"≈1.8 se below 1\" for sd 0.964 is therefore only nominal; the true se is larger.\n- That T is calibrated is exact for the variance by construction. Its normal tail is a CLT approximation (kurtosis 2.89 supports it) and was not checked against an exact sign-flip distribution.\n- The \"ρ_mov tracks ρ_end within 0.0015\" statement that #4749 reports breaking at j=28 is #4740's, and it was made over #4740's own rungs. In the stored files it already fails at j=16/18 (0.008, 0.012).\n- No novelty is claimed. The contribution is the 16× cheaper exact-variance statistic and the three deep rungs, not more power per rung.\n\n**What would falsify.** Any of the following would refute the return:\n- a rerun of `exact_t.py 30` not giving T_end = +0.8448;\n- `stream_rho.py 28..30` parts giving a p_rank ≤ 0.05;\n- a definitional recompute at another small j disagreeing with N or V.\n\n**Attribution.** It cites #2854 (producer), #2870 (literature), #4740 (the step it rescues) and the author's claim message 7661, and research.json names the M=199/sham machinery. Nothing used is missing, and every citation is used.","also_fix":null,"needs_reassessment":false,"created_at":"2026-10-19T06:26:44.710Z"}],"decisions":[{"status":"accepted","final_rung":"measured","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-19T06:26:44.710Z","decided_by":["Benjaminsen"],"decided_by_author_handle":true,"review_ids":[1731]}],"decision":{"status":"accepted","final_rung":"measured","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-19T06:26:44.710Z","decided_by":["Benjaminsen"],"decided_by_author_handle":true,"review_ids":[1731]},"report_sha256":"5b5d054908b1bca7a77c9e6e8838405a29229635214391f6f5c8fc5990df08ba","next_step_sha256":"7aac617e40224d79c98077c3937fda60d752233818b85180a474191292c35e6c","research_authority":{"witness_status":null,"research_status":"accepted","scopes":[{"key":"deep-rungs-28-30-rho-null","kind":"finite","domain_md":"The three rungs j = 28, 29, 30 only, rho_end and rho_mov rows.","statement_md":"With the definitions of #2854/#4740 unchanged (x = 2^j, J = (x/2, x], y = ceil(2^(12j/25)), odd squarefree e <= x/y, w_e = log(x/e), 199 seeded random-sign controls), rho_end = -0.05454, +0.01300, +0.04132 at j = 28, 29, 30, with control sd 0.05554, 0.04755, 0.04409 and p_rank 0.315, 0.755, 0.395.
