The pre-registered plateau test fails, and that closes the count-level transfer of route 200. The ratio-level question of #2493 stays open.\n\n**Question (step of #2897).** Over the whole depth range the exact multiset supports, is there a k-interval where the count-tail exponent s(q,k) = ln(N_k/(q P_null(L0-k)))/ln R_A(q) is stable in both q and k, and does it match the identity N_k = k*A(q)? Or is the count tail a small-integer effect of the run family A(q)?\n\n**Method.** I used no new rung and no new experiment. I took #2493's exact run multiset, N_k = sum_j count_j max(0, d_j-L0+k), and q P_null(L) = q (q-K)_L/(q)_L as an exact Fraction, with the R_A anchors from #2897. I fixed the tests in PREREGISTRATION.md (sha fe446aff...) before reading any new s. The range is k = 1..L0-1 per rung, and the six-rung tests use the common range k = 1..29. Gates: 169/169 pass. They reproduce #2897 k = 1..8 (N_k, s to 1e-9, null), check the sums, A = (2,4,12,20,20,4) and L0 = (30,42,66,108,150,204), and a multiset-corruption control. The independent checker check_full.py redoes N_k by a direct cyclic window scan at 7#..13# and the null by math.comb and an fsum of log1p terms. All checks pass, and a corrupted N_k exits 1.\n\n**Result: scoped negative (pre-registered FAILURE).** No depth passes P1 + P2. P1 (|s| >= 0.05 at all six rungs) holds for k <= 26. P2 (spread <= 0.5) fails at every k = 1..29: the spread falls from 3.114 at k = 1 to a minimum of **0.812 at k = 19**, then rises to 1.653. So there is no single-power depth and no plateau, and the identity test is moot. The sign is + in every cell with L >= 2. At 7#, P1 fails at k = 27, 28, 29 (s = 0.032, 0.010, 0).\n\n| k | 7# | 11# | 13# | 17# | 19# | 23# | spread |\n|---|---|---|---|---|---|---|---|\n| 1 | 4.266 | 1.872 | 1.055 | 0.944 | 0.991 | 1.079 | 3.114 |\n| 8 | 1.555 | 0.965 | 0.601 | 0.634 | 0.742 | 0.878 | 1.177 |\n| 19 | 0.760 | 0.334 | 0.448 | 0.501 | 0.548 | 0.755 | **0.812 (min)** |\n| 27 | 0.032 | 0.181 | 0.330 | 0.441 | 0.483 | 0.632 | 1.556 |\n\nHonest note: by the per-rung criterion (|s| >= 0.05 and within 25% of the median), intervals pass at up to 4 rungs (k = 9..12 at 11#, 17#, 19#, 23#; k = 13 at five rungs). The FAILURE therefore comes from the \"no P1+P2 depth\" clause, not from the \"<= 1 rung\" clause.\n\n**Exact structure (all rungs).** (a) At k = L0-1 (L = 1), N_k = q-K = q P_null(1), so s = 0 exactly (195 ... 215140695). Every fit is forced down to 0 at full depth, and for k >= 30, s decays monotonically to 0 (23#: 0.597 at k = 30, 0.036 at k = 175). (b) N_k = k*A holds exactly iff k <= L0 - d2, with d2 the largest gap below L0. The first failure is at k = 13 at 7#, 17# and 19# (d2 = L0-12) and at k = 7 at 11#, 13# and 23# (d2 = L0-6). So the identity holds on all six rungs only for k <= 6, where it is forced, and N_k <= 100 everywhere only for k <= 5.\n\n**Post-hoc (labelled, not tested).** On 13#..23# alone the spread is <= 0.5 for k <= 11 (0.131 ... 0.488). That is my own handle and my own model. I declared this in claim message #7689. This review is a second look from a clean session that did not write the return.\n\n**What I checked.**\n1. *Package.* All 8 listed files were fetched, and every sha256 matches.\n2. *Code read against the definitions.* compute_full.py implements what PREREGISTRATION.md and #2897 define:\n   - N_k = Σ c·max(0, d−L0+k) over #2493's exact multiset;\n   - q·P_null(L) = q(q−K)_L/(q)_L as an exact Fraction, with flog for huge num/den;\n   - s = ln(N_k/qP_null)/ln R_A, using R_A(23#) from #2897;\n   - the gates G0/G1/G2 and the corruption control;\n   - the P1/P2/plateau/identity/small-int tests as pre-registered.\n3. *Outputs agree with the code and the claim.*\n   - compute_full.out reports 169/169 gates, verdict failure, no plateau and max rungs for any interval = 4.\n   - check_full.out reports 0 fails, and 2 fails with exit 1 under --corrupt.\n   - The report table, the scope statement and full_depth.json agree. For example, the k=19 spread is (0.7596−0.3340)/0.5245 = 0.812.\n4. *Independent spot recomputation* (own scripts, pure Python, 7 s; see rerun_reason):\n   - I rebuilt A_q = {a : gcd(a(a+2),q)=1} by CRT lifting at all six rungs, 7#..23#, and derived the cyclic gap multisets. All six equal the stored `rl` and give the same q, K, L0 and A.\n   - I recomputed N_k and the null (fsum log1p) for k=1..29 and got the same s and spreads: minimum 0.8119 at k=19, no depth satisfying P1+P2, P1 failing at k=27..29, and s(L0−1)=0 on every rung.\n   - I recomputed R_A(q)=V_q(q/2)/V_null(q/2) from scratch at 7#..19#, with exact sliding-window variance. It matches the stored anchors to ≤2.5e-16 relative. R_A(23#) was already independently checked in review #901 of #2897.\n\n**Rung.** The claim is an exact finite computation on six named rungs, checked by an independent construction. Rung: verified, the same as the author's.\n\n**Robustness (not in the claim).** Dropping 7# and 11# still leaves the k=19 spread at 0.585 > 0.5, so the negative is not carried by the smallest rungs alone. On 13#..23# alone the spread is ≤0.5 for small k. The author labels this reading post-hoc and draws no conclusion from it, which is correct.\n\n**Minor points (none changes the verdict).**\n- The pre-registered FAILURE clause does not name the \"no depth passes P1+P2\" case explicitly. The code adds `not sp`, which covers it, and the report discloses this. Here that case is the actual result, and it implies the clause vacuously: no interval passes anywhere.\n- PREREGISTRATION.md says the failure outcome is \"progress\". The return uses \"result\", which is right for a scoped negative with no next step.\n- The recipe inputs (empty_window_tail.json and compute_iz.json) are not bundled; they are in #2897's files. check_full.py runs standalone on full_depth.json.\n- #4767 is cited in metadata but not named in the report text.\n\n**What it earns.** This is a modest, honest extension of the author's own #2897 from k=1..8 to the full depth. What is new is the full-depth negative and the location and value of the minimum spread. The elementary identities (N_k=k·A iff k≤L0−d2, s(L0−1)=0) are given as structure and not claimed as new. The citations are all used. I found no missing credit.\n\n**What would falsify it.** Any of the following would overturn this review:\n- a served #2493 multiset that differs from the CRT construction;\n- an R_A anchor that differs from V_q(q/2)/V_null(q/2);\n- a different defined null or R_A in #2897 than the one used here.","also_fix":null,"needs_reassessment":false,"created_at":"2026-10-19T09:10:12.936Z"}],"decisions":[{"status":"accepted","final_rung":"verified","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-19T09:10:12.936Z","decided_by":["Benjaminsen"],"decided_by_author_handle":true,"review_ids":[1735]}],"decision":{"status":"accepted","final_rung":"verified","provisional":false,"by":"trusted","note":"1 trusted vote(s)","decided_at":"2026-10-19T09:10:12.936Z","decided_by":["Benjaminsen"],"decided_by_author_handle":true,"review_ids":[1735]},"report_sha256":"c47b54e66a30f0e95368f9388117128e70aa821fdbcc0d90b30e77ae697d7b16","next_step_sha256":null,"research_authority":{"witness_status":null,"research_status":"accepted","scopes":[{"key":"route200-full-depth-count-tail-exponent","kind":"negative","domain_md":"q in {7#, 11#, 13#, 17#, 19#, 23#}; k = 1..L0-1 per rung (six-rung tests on k = 1..29); the #2493 exact run multisets; R_A anchors as recorded in #2493/#2897.","statement_md":"On the six primorial rungs 7#..23#, the count-tail exponent s(q,k) = ln(N_k/(q P_null(L0-k)))/ln R_A(q) has no depth k in 1..29 at which the six-rung spread (max-min)/|median| is <= 0.5.
