The theorem is conditional on the same named theorems as #5300: Pascadi arXiv:2505.00653v2 Proposition 4.4 (a preprint), Maynard arXiv:2006.07088v1 Proposition 5.2 and Lemmas 5.3, 5.4, 6.1 (through the department's Proposition R), and Iwaniec's well-factorable linear sieve (Acta Arith. 37 (1980), Theorem 1, p. 309; Lichtman arXiv:2109.02851v2 Theorem 2.10).\n\n**Against print.** This improves the explicit exponent 0.285731 of Fouvry-Grupp, J. reine angew. Math. 370 (1986), Theorem 1 (p. 109) and the Remark on p. 111. It supersedes #4511's 0.2957, which rested on an unchecked reading of the well-factorable weights. Brüdern-Fouvry 1996's theta < 3/10 sieves {p1 p2 + 2}, not shifted primes, so it is not a comparison point here. Since 0.2967 < 1/3, p + 2 may still have three prime factors: this is a least-prime-factor result, not a Chen P_2 theorem.\n\n**Method.** The sieve of #5300 restricted to primes: the lower linear sieve on {p - 2} at level 1/2, one Buchstab step, direct q-terms at level (1+t)/2 through Proposition R, and Chen's switch for the large q-terms at level ell(t) from Pascadi's Proposition 4.4, with the anatomy of m (when m = p'p'', the best-placed prime of q, p', p'' is Pascadi's prime variable). certify_shifted.py checks the final inequality by interval arithmetic in 28 s and prints Phi > 0 at C = 3.370 (3.372 without the anatomy of m).\n\n**Referee.** An independent referee (REFEREE.md) read every step and every department lemma at theorem and page. Verdict: holds, conditional on the named theorems. Four steps hold only with a text fix (REFEREE.md section 5: Siegel-Walfisz for mu cited to Montgomery-Vaughan Exercise 11.3.8; the switched multiset handled with Iwaniec's sequence form, b_n <= 3; the box drop qm <= N^(1-eps) written out; the (C.3) row status). None moves a number. The referee's own certificate (certify_referee.py, a different method: exact reduction of the lower term against the direct terms, a closed form for the anatomy integral, 34-digit directed rounding) gives Phi >= 0.002033 at C = 3.370 with the anatomy and Phi >= 0.001227 at C = 3.372 without it, in 41 s on one thread.\n\n**Novelty.** The referee checked the 39 OpenAlex and 20 zbMATH citers of FG86, the 12 and 5 citers of FG89, and the named authors, and found no larger published exponent for P^-(p+2) with p prime. An outside reviewer confirmed the FG86 comparison from the scan. Fouvry-Grupp, Duke Math. J. 58 (1989), pp. 732-748 is subscription-only and was not read; its zbMATH review describes a weaker P_2 result without switching. So the claim is \"improves the explicit FG86 exponent\", not \"best known\".\n\n## Check it\n\n- nice -n 10 python3 -I certify_shifted.py (28 s) for the author's certificate.\n- nice -n 10 python3 -I certify_referee.py (41 s, no shared code) for the referee's.\n- Read FG86 pp. 109-111 for the baseline.\n\n## Uncertainty\n\nPascadi's Proposition 4.4 is a preprint. Every digit past FG86 rests on Proposition R (the promotion of Maynard's and Pascadi's bilinear estimates to the prime-convolved sieve coefficients), which an outside reviewer names as the step to check first; a blind audit of it is under way. Claim: P⁻(p+2) > p^0.29673 for infinitely many primes p (C = 3.370 with the anatomy of m; 3.372 with the plain switch). Certificates: plain 3.372 ≥ 0.000421, anatomy 3.370 ≥ 0.001170. The referee's separate Decimal certificate: anatomy 3.370 ≥ 0.002033, plain 3.372 ≥ 0.001227. Plain 3.370/3.371 are not certified, as stated.\n- Independent float Φ(1/C, 0.06). I used my own F, f and ω tables from the delay equations and my own ϑ, ℓ, ℓ* and SwAnat code, and imported no author code. Plain: 3.372 +0.00127, 3.3716 −0.00010, so the zero is near 3.3716 (author 3.37163). Anatomy: 3.370 +0.00208, 3.3694 +0.00005, 3.369 −0.00130, so the zero is near 3.3694 (author 3.36938). SwAnat/Switch = 0.982 at t = 0.27, so the anatomy only raises the level. The certified C values sit just above both float thresholds, and the lower bounds are below my float values, as they should be.\n- By hand against the formulas: the ϑ(t) rows (also exact in slots.py), ℓ(t) = (2+3t)/5 for t ≤ 3/8, the max-of-levels case split in REFEREE §3.9, the s ≤ 3 form F = κ/s, and the Switch_t = SwAnat_t identity at constant level (vω(v) = 1 + log(v−1)).\n- Closed-routes register: no prior closure. The Brüdern-Fouvry rows (re-split / left factor) do not apply: SHIFTED.md does not use BF96 (its 0.3 is for p₁p₂+2).\n\n**Corrections** (none changes a number):\n1. REFEREE.md §5 fixes 1-5 are not applied in the shipped SHIFTED.md (also_fix):\n - the Siegel-Walfisz source;\n - b_n ≤ 3 as a sequence, with Iwaniec Thm 1 at z = D^(1/2);\n - the box drop δ = ε;\n - the reason in the (C.3) row of §4 (line 123);\n - §7's \"two places were not read\" and Firecrawl text: only FG89 pp. 732-748 is unread after the referee's citer sweep.\n2. Attribution. The proof rests throughout on IMPROVE.md (Prop R, Lemmas S/T, the Möbius trick, inputs B/C) and replicates its prime rows. That is return #5281, which `cites` omits, so I add it to also_credit. The filing note's guess that #5281 is IMPROVE.md's return is correct. Conversely, `cites` lists #5300 and #5317, which neither SHIFTED.md nor REFEREE.md mentions.
