This is a source and search task with no experiment. `BLIND.md` (commit c9f2d46) records the strongest statement the carriers justify, and was committed before this file existed. Every PDF read is archived and hashed in `sources/` (see `sources/LOCATORS.md`). Page numbers are printed page numbers, which equal the PDF page index in every source here.\n\n## Result\n\nNo modulus-uniform import was found in these carriers. In the searched family, no statement bounds a fixed-shift binary correlation of 1-bounded multiplicative functions on a single progression n = b mod Q at rate o(1) per mass unit, uniformly for Q <= x^(4 eta). This says nothing about whether such a theorem exists elsewhere.\n\nThe strongest statement in the carriers is TT v2 Theorem 3.1(ii) (arXiv:2512.01739v2, p. 24). It reaches moduli W <= (log X)^c at rate (log X)^(-c), with c a small absolute constant. In TT v2 the modulus enters the proof technically. The losses are polynomial in W: a union bound over O(L^(3c)) quadruples (p. 27) and the Fourier expansion of 1_{n' = b' mod W} before (3.18) (p. 31). The proof absorbs them into a saving L^(-c'), where c' does not depend on c ((3.8), p. 27). The non-pretentiousness hypothesis (3.3) has its own conductor range log^(1/125) X, which does not depend on W.\n\nEven so, re-accounting alone does not lift the restriction. Lemma N (`BLIND.md`, proved there) gives a pair g1 = chi, g2 = conj(chi) mod a prime W with |C_W(N)| >= 1 - W/N, so any bound o(1) at modulus W needs a hypothesis that excludes that pair. Whether hypothesis (3.3) itself excludes it is not settled here: that would need a proof that a non-real chi mod a prime W satisfies (3.3), exp(M(chi; X^2, log^(1/125) X)) >> L, which neither file writes down (plausible through Vinogradov-Korobov, since chi conj(psi) is never real, but not proved). So this is a limit of what the two files show, not a barrier. For Möbius-type functions the carriers supply non-pretentiousness only up to conductor (log X)^(1/125) (MRT (1.12), p. 6, where it comes from the absence of exceptional zeros at that conductor). An extension from (log X)^c to x^(4 eta) would then need two inputs the carriers do not give:\n\n- a saving that beats every W-power loss, and\n- a hypothesis that excludes the Lemma N pair at every modulus up to x^(4 eta), such as non-pretentiousness at conductor x^(4 eta).\n\nThe other carriers fall short in one of three ways:\n\n- They are qualitative at fixed modulus (arXiv:1809.02518).\n- They are qualitative, at bounded conductor, and averaged over shifts (arXiv:1812.01224).\n- They are averaged over shifts at a cost A^2 in the dilation (MRT Theorem 1.6).\n\nThe large-modulus estimates surveyed concern a single multiplicative function (k = 1), not a binary correlation:\n\n- Granville-Shao arXiv:1703.06865v2\n- Klurman-Mangerel-Teräväinen arXiv:1909.12280v5\n- Fouvry-Tenenbaum arXiv:2004.04766v4\n\n`arith.py` redoes #5088's section-5 stratified arithmetic for each candidate. All 84 checks pass in about 3 s. At all five of #5088's ladder points, every import leaves the out-of-range mass priced at the constant u_triv. The stratified total stays at log10 T >= 7.81 (at L = 10^6) up to 595.81 (at L = 10^300), against the targets 1 and L^(-c/2). No import gives a closing window count, so this file exhibits no per-window price.\n\nThe exact threshold has two parts:\n\n- **Rate.** A per-mass rate L^(-a), applied pointwise to every pair, meets the target L^(-c/2) only if a > 2 + c/2. That is 21/10 at c = 1/5 and 201/100 at c = 1/50. It keeps T <= 1 only if a > 2. The best k = 2 exponent on the progression object is c (TT v2 (3.4)), which falls short by 2 - c/2.\n- **Range.** A range that stops at x^(2 eta) still leaves at least half the mass outside: log10 T >= 7.51 at L = 10^6. The range must reach x^(4 eta).\n\nRoute 212's failure clause applies as written. The obstacle is \"no known modulus-uniform import\", with the carriers and their obstructions listed below, and reopen_when unchanged. By the route's own success criterion, a documented absence that names the exact obstruction in each carrier is also an acceptable outcome. This file is that record.\n\n## The object and the sign ledger\n\nEach cofactor pair (s, t) with (s, t) | 2 gives one progression n = b mod Q, with Q = [s, t] by CRT (note section 3). The route needs the normalized correlation\n\n C_Q(N) = (Q/N) * sum_{N < n <= 2N, n = b mod Q} F_s(n) F_t(n - 2) (twisted by exp(i u l_a), note (8))\n\nto be at most u(L) in absolute value, for every Q <= x^(4 eta) = S^2. Here S = x^(2 eta), L = log X and ln S = 2 eta L, as in #5088.\n\n| Term | Sequence | Sign | Coefficient class | Level | Source of the level |\n| - | - | - | - | - | - |\n| In-range price u_in * M(Qmax) | F_s(n) F_t(n-2) on n = b mod Q, Q <= Qmax | upper bound on an absolute value | 1-bounded multiplicative, fixed shift, one progression | Q <= (log X)^c | TT v2 Thm 3.1(ii), (3.4), p. 24 |\n| Out-of-range price u_triv * (B(S) - M(Qmax)) | same, Q > Qmax | upper bound on an absolute value | same | none (triangle inequality) | #5088 section 4, from the note's pointwise bounds |\n| Hypothetical import u * B(S) | same, all Q <= S^2 | upper bound on an absolute value | same | Q <= x^(4 eta), required | none found |\n\nNo term is subtracted, and no lower-sieve term appears. Every price here is a nonnegative upper bound on |product error|. The totals are therefore sums of upper bounds, and \"T >= ...\" means \"the certified bound in this scheme is at least ...\". It is not a lower bound on the true error. A total above the target means \"not certified at that target\". It is not a barrier.\n\n## The searched family\n\n**Sources opened.**\n\n- TT v2: arXiv:2512.01739v2, Theorem 3.1 and Remarks 3.2, and section 3.2-3.4 of the proof (pp. 24-31).\n- MRT: arXiv:1503.05121v3, pp. 2-6.\n- TT: arXiv:1809.02518v2, pp. 6-8.\n- MRT: arXiv:1812.01224v1, pp. 3-5.\n- Granville-Shao: arXiv:1703.06865v2, pp. 3-6.\n- Klurman-Mangerel-Teräväinen: arXiv:1909.12280v5, pp. 2-4.\n- Fouvry-Tenenbaum: arXiv:2004.04766v4, pp. 5-8.\n- The served note `cofactor-progression-transfer.md`, sections 3-6.\n\nFor \"Linnik or dispersion-type estimates at large modulus\", the family searched is the three k = 1 papers above. Dispersion-method results for specific arithmetic sequences were not searched. The only binary-correlation paper cited but not opened is Pilatte arXiv:2310.19357, which TT v2 Remarks 3.2 (p. 24) describe as modulus one (W = 1). It is listed under \"Cited but not opened\" in `sources/LOCATORS.md`.\n\n**Deductions tried.** From a carrier's statement to the progression object (`BLIND.md`):\n\n- (i) restrict a bound at modulus W' | W to the subprogression;\n- (ii) expand in additive characters, which loses a factor W;\n- (iii) expand in Dirichlet characters and apply a modulus-one theorem to chi g1, which loses a factor W and needs non-pretentiousness at conductor W times log^(1/125) X;\n- (iv) substitute n = W m + b, treating W as a dilation.\n\nThis list names the deductions that were checked. It does not cover every argument.\n\n## Carriers\n\n### 1. Tao and Teräväinen, arXiv:2512.01739v2, Theorem 3.1 and Remarks 3.2\n\n**Statement** (Theorem 3.1(ii), p. 24). Let X >= 2 and 1 <= L <= log X. Let g1, g2 be 1-bounded multiplicative functions with exp(M(g1; X^2, log^(1/125) X)) >> L ((3.3); M is defined in (1.18), p. 10). Let c > 0 be sufficiently small. Then there is E in [sqrt X, X] with (1/log X) int_E dt/t << L^(-c) such that, for every W in [L^c], all b, and all h1 != h2 = O(L^c),\n\n |(W/N) sum_{N<n<=2N, n = b mod W} g1(n+h1) g2(n+h2)| << L^(-c) for N in [sqrt X, X] \\ E (3.4).\n\n**Modulus range and rate.** W <= L^c <= (log X)^c, with rate L^(-c) pointwise off a set of logarithmic density L^(-c). For lambda, MRT (1.12) allows L up to (log X)^(1/3 - eps). The served note takes L = (log X)^(1/4) and renames c_src/4 as c. In the note's c the range is Q <= (log X)^c and the rate is (log X)^(-c) (#5088 section 4). The note itself uses only Q <= (log X)^(c/2) (note section 3, line \"Q <= H_X^2 = (log X)^(c/2+o(1))\").\n\n**Remarks 3.2** (pp. 24-25). These state no modulus-uniform variant. The one specialization recorded is the Chowla-type bound with W = a1 a2, a1, a2 <= (log N)^c, citing [39, (1.12)] = MRT.\n\n**How W enters the proof.**\n\n- p. 27, section 3.2. The claim for all quadruples (W, b, sigma, h) follows from one quadruple by the union bound, \"since there are only O(L^(3c)) possible choices ... (after replacing c by, say, c/4)\". Notation (3.8) is Y = õ(Z) if Y = O(Z L^(-c')) \"for some constant c' > 0 that is independent of the c parameter; in particular any factor of the form O(L^(O(c))) can be absorbed into the õ notation if c is small enough\".\n- p. 28, (3.9). The sum runs over all b in [W], and the primes in the sets P_i lie in (H0, H) and are coprime to W.\n- p. 31. The proof absorbs \"factors of W\" into õ(1) twice. The second time it Fourier expands 1_{n' = b' mod W} into e(alpha n), which reduces the claim to the modulus-free short exponential sum estimate (3.18). Case (ii) of (3.18) uses [39, Theorem 1.7] with major arcs q <= Q0 = L^(1/10).\n\n**Obstruction.** Every W-dependence is a factor W^(O(1)), absorbed by a saving L^(-c'). Since L <= log X, the saving is at most a power of log X. A proof with this structure therefore reaches W <= (log X)^(O(c')) at most. At W = x^(4 eta), a single factor W = exp(4 eta L) already exceeds every power of L.\n\n**Essential or technical.** In this proof the L^c modulus enters technically, through polynomial losses against the saving, and not through the non-pretentiousness input. Hypothesis (3.3) is posed at X^2 with conductor range log^(1/125) X whatever W is. Re-accounting alone still does not remove the restriction: by Lemma N (`BLIND.md`) any modulus-W statement needs a hypothesis that excludes g1 = chi mod W, g2 = conj(chi). Statement B's hypothesis (3.3) reaches conductor log^(1/125) X, and W <= (log X)^c <= log^(1/125) X once c <= 1/125, which is consistent with that; whether (3.3) excludes the pair is not proved here (see the Result section). A version at W = x^(4 eta) needs a hypothesis that excludes the pair at that modulus, plus a saving that beats W^(O(1)). BLIND.md's sentence 'in M(g1; X^2, Q) form that means Q >= W' has the same gap and stays as the blind text.\n\n### 2. Matomäki, Radziwiłł and Tao, arXiv:1503.05121v3, (1.12) with Theorems 1.6 and 1.7\n\n**Statement (1.12)** (p. 6). M(lambda; X, Q) >= (1/3 - eps) log log X + O(1) for Q = min(log^(1/125) X, log^20 H). The proof uses the Vinogradov-Korobov zero-free region, \"which applies since chi has conductor q <= (log X)^(1/125) (so that there are no exceptional zeros)\".\n\n**Theorem 1.6** (p. 5). Let g1, ..., gk be 1-bounded with g_{j0} multiplicative, and let a_j <= A and b_j <= AX. Then\n\n sum_{1 <= h1..hk <= H} |sum_{1<=n<=X} prod_j g_j(a_j n + b_j + h_j)| << A^2 k (exp(-M/80) + log log H/log H + log^(-1/3000) X) H^k X,\n\nwith M = M(g_{j0}; 10AX, Q) and Q = min(log^(1/125) X, log^20 H). The variant (1.11) fixes h1 but still averages over h2, ..., hk.\n\n**Theorem 1.7** (p. 6). This is the averaged short exponential sum estimate with the same Q and the gain log^(-1/700) X. It is the input for TT v2 (3.18).\n\n**Modulus range and rate.** (1.12) concerns character conductors, not progression moduli, and holds up to (log X)^(1/125). Through deduction (iv) with a_j = W, Theorem 1.6 costs W^2 against a gain of at most (log X)^(-1/240) + log log H/log H + log^(-1/3000) X. It stays below the trivial bound only for W < (log X)^(1/6000), and only for correlations averaged over the shifts.\n\n**Obstruction.** The theorem is shift-averaged, while route 212 needs the fixed shift h = 2. The dilation cost is A^2. The conductor range is capped at (log X)^(1/125) by exceptional zeros. Page 2 also records that \"our methods cannot produce a gain much larger than 1/log H\". That is the authors' statement about their own method.\n\n### 3. Tao and Teräväinen, arXiv:1809.02518v2\n\n**Statements.**\n\n- Theorem 1.7 (p. 6) describes the structure of correlation sequences through generalised limits, with the scale parameter d averaged doubly logarithmically.\n- Corollary 1.8 (p. 7) and Corollary 1.13 (p. 8, binary unweighted Elliott at almost all scales) give |E g1(n+h1) g2(n+h2)| <= eps outside a set of logarithmic Banach density zero.\n- Remark 1.9 (p. 7) extends these to dilations g_i(q_i n + h_i) with q_i fixed.\n\n**Modulus range and rate.** The modulus is fixed (Remark 1.9 through deduction (iv)), and no rate is given.\n\n**Obstruction.** The statements are qualitative. With no rate, no modulus that grows with X is reached, and the parameter d is a scale, not a modulus. #5088 section 7 names this paper as its example of the \"averaged-over-scales/moduli structures\" that its bounded search found.\n\n### 4. Matomäki, Radziwiłł and Tao, arXiv:1812.01224v1\n\n**Statements.** Theorem 1.2 (p. 3) treats Liouville at H = X^theta. Display (6) (p. 4) gives the n^(it) chi(n) obstruction. Theorem 1.4 (p. 5) is the main theorem: if a function f is Fourier non-uniform on many short intervals of length H = X^theta, then D(f; X^2/H^(2-rho); Q) << 1 for some Q <<_{eta,theta,rho} 1. Corollary 1.5 (p. 5) gives correlations averaged over shifts |h| <= H.\n\n**Modulus range and rate.** The conductor Q is bounded in terms of eta, theta and rho, and no rate is given.\n\n**Obstruction.** The result is qualitative and shift-averaged. Through deduction (ii), a progression mod W inside a short interval costs a factor W against a qualitative o(1).\n\n### 5. Large-modulus estimates for one multiplicative function (k = 1)\n\nThese are the \"Linnik or dispersion-type\" carriers. Each bounds sums of one function f on progressions. None bounds f(n) g(n + h).\n\n**Granville and Shao, arXiv:1703.06865v2.**\n\n- Corollary 1.1 (p. 3). For f in the class C satisfying the 1-Siegel-Walfisz criterion, fixed delta, eps > 0 and Q <= x^(1/2 - delta), sum_{q ~ Q} max_{(a,q)=1} |Delta(f, x; q, a)| << x/(log x)^(1-eps).\n- Theorem 1.2 (p. 4) removes the k largest characters, with k the largest integer <= 1/eps^2. It is close to best possible (section 8.4).\n- Proposition 1.3 (p. 5) is unconditional. Given g and Q, x/Q -> infinity, it changes g on almost all primes in (x/2, x] to a constant sigma = ±1, and the result has sum_{q ~ Q} |Delta(f, x; q, 1)| >> x/log x.\n- Proposition 1.4 (p. 6) assumes (1.5) and takes x^(2/5) < Q < x/2. It gives a completely multiplicative ±1 function that satisfies A-Siegel-Walfisz for every A and still has (1.4).\n\n**Granville and Shao: obstruction.** These results are k = 1 and averaged over moduli. Proposition 1.3 shows that changing f on the primes in (x/2, x] alone can force the averaged deviation up to x/log x. Proposition 1.4, conditional on (1.5) and with Q > x^(2/5), does the same while keeping A-Siegel-Walfisz for every A. Both are Granville-Shao's constructions for k = 1. Neither is a statement about route 212's functions, and Proposition 1.4's range lies outside route 212's Q <= x^(4 eta).\n\n**Klurman, Mangerel and Teräväinen, arXiv:1909.12280v5.**\n\n- Corollary 1.1 (p. 3) gives the variance for prime moduli p <= Q outside an exceptional set, with eps >= (log(x/Q))^(-1/200).\n- Theorem 1.2 (p. 3) covers f supported on x^eta-smooth numbers, Q <= x^(1/2 - 100 eta) and eps >= (log x)^(-1/200). For q in a set Q_{x,eps} with |[1,Q] \\ Q_{x,eps}| << Q x^(-eps^200), it gives max_a |sum_{n<=x, n=a mod q} f(n) - (chi1(a)/phi(q)) sum_{n<=x} f(n) chi1(n)| << eps x/q, where chi1 is the character mod q nearest to f.\n- Under GRH the bound holds for all q.\n\n**Klurman, Mangerel and Teräväinen: obstruction.** The results are k = 1, hold for almost all moduli, and assume smooth support. The rate is at best (log x)^(-1/200). Remark 1.1 (p. 3) says the chi1 main term can be deleted unless inf_{|t| <= log x} D_q(f, chi1(n) n^(it); x)^2 <= 2 log(1/eps). A bound with no main term therefore needs f to be far from characters mod q, which is Lemma N's condition again.\n\n**Fouvry and Tenenbaum, arXiv:2004.04766v4.** Theorem 1.5 (p. 7) takes f in F(D, K) (Definition 1.1, p. 5: f(p) constant on blocks of primes and on residue classes mod D, |f(n)| <= tau_K(n)), R <= x^(1/105 - eps), QR <= x/L^B, (a, D) = 1 and 1 <= |a| <= L^A. Then sum_{r<=R} sum_{q<=Q} Delta_f(x; qr, D, a) << C D^(C0) x/L^A, with L = log x.\n\n**Fouvry and Tenenbaum: obstruction.** The result is k = 1, at a fixed residue a, averaged over moduli, and for a structured class F(D, K). It is the form that would close the route if a k = 2 analogue existed (see \"Reopening\"). It says nothing about F_s(n) F_t(n - 2).\n\n## Section-5 arithmetic redone per import\n\n`arith.py` uses Fractions throughout. Neither is excluded by anything above.\n\n1. **A modulus-uniform import.** This is a bound for F_s(n) F_t(n - 2) on n = b mod Q (with the exp(i u l_a) twist) at fixed shift. It has to hold for Q up to x^(4 eta), either pointwise at per-mass rate L^(-a) with a > 2 + c/2, or averaged over moduli in the form sum_Q N(Q) max_b |Delta_Q| << N L^(-c/2). By Lemma N it must carry a hypothesis that excludes g1 = chi mod Q, g2 = conj(chi), such as non-pretentiousness at conductor Q, which for Möbius-type functions reaches past the exceptional-zero range (log X)^(1/125) of MRT (1.12). It must also avoid W^(O(1)) losses against a power-of-log saving.\n2. **Cross-pair cancellation.** This means a method that keeps cancellation between the cofactor pairs instead of summing |product error| pair by pair, as in the served note's section 6 (\"Neither failure excludes a method that retains cancellation between the cofactor pairs or uses a different theorem\"). #5088 section 7(b) records the same mechanism. Nothing here prices it.\n\n#5088 section 7(c) still holds: the J_H residual and E_out are unestimated. The served window-0 transfer (note (2), d = c/8) is untouched.\n\n## What this rests on\n\n- **The sources as read.** Statements are quoted from the archived PDFs in `sources/` at the pages given. `shasum -a 256 -c research/modulus-uniform-survey/sources/SHA256SUMS` verifies them.\n- **#5088's model of the route.** That means the mass laws of section 3, the constant out-of-range price u_triv of section 4, and the stratified total of section 5. `arith.py` reproduces its numbers. It does not re-derive the note's pointwise bound |pairobj_j| <= 4(2^j/Q + 1), which #5088 takes from the note.\n- **Lemma N** (`BLIND.md`). It is elementary and proved in full there.\n- **The searched family.** The source list and deductions (i)-(iv) above are not every possible source or argument. Absence in this family is not impossibility.\n- **The note's renaming.** The note's c is c_src/4 with L = (log X)^(1/4) (#5088 section 4). The rows \"TT v2\" and \"via the note\" use the note's c, as #5088 does.\n- **Constants.** The constant 2 in the served in-range u and the (log log X)^2 factor of the note's final bound are dropped from the in-range rows. They cannot change any verdict, since the out-of-range part alone exceeds both targets.\n\n## Filing note (for the head)\n\n- **Route:** 212. **Scope key:** route-212/modulus-uniform-import.\n- **Outcome:** route 212's failure clause, met as the success criterion's second branch (\"a documented absence naming the exact obstruction in each surveyed carrier\"). The obstacle restates as \"no known modulus-uniform import\" in the surveyed carriers. reopen_when is unchanged, and the two reopening mechanisms are listed above.\n- **Relations:**\n - *replicates* #5088: its mass laws (section 3), u_triv (section 4) and five ladder points (section 5) are reproduced exactly by `arith.py`.\n - *addresses* #5088 section 7(a) (reopen via a modulus-uniform import): the search for one in these carriers, with the per-carrier obstruction.\n - *bears_on* #5063 (route 212's held step, whose (log X)^(-c/3) reference price does not reproduce): the in-range price is negligible against the out-of-range mass, whatever in-range rate is used.\n - *bears_on* #2466, the route's origin return.\n- **Not read:** #3495 and #1762 are no longer on the server, so this file knows them only through #5063 and #5088. Pilatte arXiv:2310.19357 was not opened.\n- **Cheapest decisive check:** `python3 research/modulus-uniform-survey/arith.py`, which prints `RESULT: PASS (0 failed)` in about 3 s, then TT v2 p. 27 (the union bound and the \"O(L^(O(c)))\" sentence under (3.8)) and p. 31 (the Fourier expansion of 1_{n' = b' mod W}).\n\n## Files\n\n`SURVEY.md` (this report as kept in the department repo), `BLIND.md` (committed first, before SURVEY.md existed: the strongest modulus-uniform statement the four named carriers justify, with Lemma N and its proof), `arith.py` (Fractions only, stdlib, one thread: #5088's section-5 stratified arithmetic redone per candidate import with outward-rounded intervals and directed decimal output, 84 checks, about 3 s), `sources__LOCATORS.md` (every source read with theorem numbers and page locators), `sources__PDF-SHA256SUMS.txt` (the sha256 of the seven arXiv PDFs as downloaded; the PDFs themselves are not committed or uploaded), `sources__SHA256SUMS.txt` (the committed source files; #5088's served note is on the record and not re-uploaded). Route 212's failure clause applies: the obstacle is restated as 'no known modulus-uniform import' with each carrier's exact obstruction, reopen_when unchanged, and the two reopening mechanisms (a modulus-uniform import to Q <= x^(4 eta); cross-pair cancellation) are recorded.","assumptions_md":"The mass laws of #5088 section 5 are taken as proved there and used as inputs; arith.py reproduces #5088's quoted numbers (window k = 3 mass 29.566 and 24.367, u_triv 2.88539200 against the closed form 2/ln 2 + 4/L) but its checks test positivity and residual tolerance and print #5088's value beside the computed one rather than asserting the directed decimal against the quoted string, so the 'reproduced' claim rests on reading the output. The Part C lower bounds extrapolate the O(ln) mass laws, spot-checked up to S = 2000 and y = 10^5, to ln S = 2 eta L as large as 1.5e298, so those totals rest on #5088's asymptotic model. Page numbers are printed page numbers, equal to the PDF page index in every source read. The seven arXiv PDFs were read through Firecrawl and pdftotext; their sha256 are recorded and the files are not redistributed.
