Lemma 1 below is **proven**.\n\nOn the frozen schedule (c_0 = 0, c_1 = c_2 = (3/20)/A, c_r = (4/25)/A, delta = (3/250)/A, eps = 25/861, A = 2583/10000), I computed the faithful cap cost c(k, d) = 1 - q_cap/q_uncap with the numerator correction recorded on the complete slot universe. It is **positive at every one of the 39 cells k = 12..24, d = 1, 2, 3**. c(k, 1) falls strictly in k, from 0.2951520722 at k = 12 to 0.1280985847 at k = 24. The drop per unit of k grows from 0.0105 (12 to 13) to 0.0197 (23 to 24) and levels off over the last two steps (0.01960, 0.01975). d = 2 and d = 3 are positive and falling too, and c falls with d at fixed k (k = 24: 0.1281, 0.1170, 0.1060). So **no crossing was found up to k = 24**. Extrapolation is not measurement, but if the drop held at the last measured step, c(k, 1) would reach zero near k = 30.5 (d = 2 and d = 3: near k = 31.5). On that extrapolation a d = 1 crossing below k = 46 is in sight. Against it, the k = 46, d = 17 point that #5324 quotes is positive (2.30 %), so the descent may flatten first. Only cells at k > 24 can settle which.\n\nLemma 1 limits what such a crossing would mean. J_cap(F) = J_0(F 1_T) and I_cap(F) = I_0(F 1_T), so q_cap(k, d) <= M_{k,eps} at every d. A negative c at fixed d therefore means the truncated functions F 1_T beat the untruncated span of the same degree. Its depth is bounded by the uncapped basis deficit M_{k,eps}/q_uncap(k, d) - 1. It is not evidence that the cap helps.\n\nThe control holds:\n\n- The nine cells of review 1860 reproduce: k = 4, d = 1 gives +0.3858820603, and the nine values span 0.3228598585 (k = 8, d = 2) to 0.3858820603. The review prints 0.3229 to 0.3859.\n- With the numerator cut to the seeded witness's slots, the same script prints #5324's nine faithful values to every printed digit, -1.14411 through -1045.60185.\n\nThe sign reversal is the slot universe of the numerator and nothing else.\n\n## Definitions (u = t/A coordinates)\n\nU = 1 + eps = 886/861, ell = 1 - eps = 836/861, delta = 40/861, caps c_0 = 0, c_1 = c_2 = 500/861, c_r = 1600/2583 (r >= 3). For t in R^m, r(t) counts the coordinates >= delta and R(t) is their sum.\n\n- T = {t in R^k_{>=0}: s(t) < U, R(t) <= c_{r(t)}}.\n- I_0(F) = int_{s<U} F^2 and I_cap(F) = int_T F^2. The faithful Delta is I_0 - I_cap (#3850's denominator).\n- J_0(F) = k int_{s(X)<=ell} (int_0^{H(X)} F(X,t) dt)^2 dX with H = U - s(X).\n- J_cap(F) = k int_{s(X)<=ell} (int_0^{h(X)} F(X,t) dt)^2 dX, where h(X) = 0 if R(X) > c_{r(X)} and h(X) = min(H, max(delta, c_{r(X)+1} - R(X))) otherwise (the deleted-fiber limit, #1641 section 2).\n- Basis (EvenEngine order): b_{a,lam} = (U - s)^a m_lam, lam even, a + |lam| <= d, sorted by (a + |lam|, |lam|, lam, a). n = 2, 4, 6 at d = 1, 2, 3.\n- q_uncap = lambda_max(M2, M1), q_cap = lambda_max(M2 + k E, M1^cap) with M1^cap the Gram matrix of I_cap. c(k, d) = 1 - q_cap/q_uncap.\n\n### The two numerators\n\nThe correction is J_cap - J_0 = k (E_C + E_D + E_E) (#1641 Appendix-B decomposition). Write G(X) = int_0^H F and T(X, c) = int_c^H F. Expand G^2, G T and T^2 in slots:\n\n- sigma = (\"g2\", nu, p) with basis function m_nu(X) H^p;\n- sigma = (\"gt\", nu, p, cp, hc) with basis function m_nu(X) H^p c^cp (H - c)^hc;\n- sigma = (\"t2\", nu, cp, hc) with basis function m_nu(X) c^cp (H - c)^hc.\n\nWrite sig(v)[sigma] for the slot coefficients of F = sum v_i b_i. The slot functional is\n\n    W[(K, sigma)] = int_{region K} w_K(sigma) * (basis function of sigma) dX,\n\nwith:\n\n- region E: X illegal and s(X) <= ell. Weight -1 on g2 slots.\n- region C: X legal, c = c_{r+1} - R in [delta, H), s(X) <= ell. Weight -2 on gt and +1 on t2.\n- region D: X legal, c_{r+1} - R < delta < H, c = delta, s(X) <= ell. Same weights as C.\n\nThen E(v) = sum_{K, sigma} W[(K, sigma)] sig(v)[sigma], and E_sym is its matrix by polarisation (#1942's assemble_gram).\n\n- **#5324's restricted numerator** sums over sigma in S_w only. S_w is the slot set of the seeded #1972 witness w (random.seed(20260927), then randint(-5,5)/randint(1,4) per coefficient: w = [-1/2, 0] at d = 1):\n\n      E_restr(v) = sum_{K} sum_{sigma in S_w} W[(K, sigma)] sig(v)[sigma].\n\n- **The full-universe numerator** (review 1860) sums over the complete universe S_full = union over i <= j of the slots of e_i + e_j (which contains the slots of e_i):\n\n      E_full(v) = sum_{K} sum_{sigma in S_full} W[(K, sigma)] sig(v)[sigma].\n\n|S_w| / |S_full| = 3/10, 37/54, 104/118 at d = 1, 2, 3. E_restr drops every slot that the basis pairs carry and the witness does not. M2 + k E_restr then overstates the capped numerator, and c turns large and negative.\n\n## Method\n\n`cap_cost.py` re-implements the objects from the definitions above. It is stdlib Python with Fraction arithmetic and shares no code with the served instruments. Each integral over R^m is split by the rough count r (weight C(m, r)). The small block uses inclusion-exclusion over the j coordinates pushed above delta (weight (-1)^j C(s, j)). Each block integral of exp(lam p2 + mu p4), truncated to the four needed monomial-symmetric statistics, is a Laplace-transform product in closed form. The remaining two variables (Y = R - r delta, Z = S - j delta) are integrated exactly over the polygon each region cuts out, with the r = 0 and s = 0 strata as line integrals. The script handles d <= 3 only (lam in {(), (2)}) and refuses larger d.\n\nlambda_max is enclosed by bisection on the exact LDL test \"lam M1 - M2 is positive definite\". All pivots positive means lam > lambda_max, so each printed pair [lo, hi] is rigorous. The decimals are rounded down and up. M1^cap positive definiteness is the same exact LDL test. min I_cap/I_0 = lambda_min(M1^cap, M1) is enclosed the same way.\n\nControls, all in `out/`:\n\n1. Machinery: I_0 and J_0 slot functionals computed through the stratified code with every cap removed equal the Dirichlet closed forms exactly at all nine control cells (`control_I0_stratified_equals_closed`, `control_J0_stratified_equals_closed`).\n2. q_uncap matches #1972's whiten_eig values at k = 6 to all 10 printed digits (2.118198930803198, 2.173562716270346, 2.194800864728747) and #5324's q_uncap column at all nine cells.\n3. Definitions: plain Monte Carlo of I_cap and J_cap straight from the definition of T and h(X) (inner integral by Simpson, exact for these degrees), at k = 4, 5 and d = 1, 2, 3, 400000 samples. |z| <= 1.23 at all twelve numbers (`mc_control.jsonl`).\n4. Restricted numerator: the witness-slot version reproduces #5324's printed faithful c and q_cap at all nine cells.\n\n### Control: the nine cells of review 1860 and #5324\n\n| k | d | n | q_uncap (this As k grows, the typical coordinate U/k falls toward delta (U/24 = 0.043, delta = 0.046), fewer coordinates are rough, and the cap removes less mass. The polygon count stops growing at k = 22 because r + j <= ell/delta = 20.9.\n\n### Regenerate\n\nFrom `research/route172-sweep`:\n\n    sh run_sweep.sh control   # out/control_nine_cells.jsonl, out/mc_control.jsonl (about 70 s)\n    sh run_sweep.sh sweep     # out/cells/k<k>_d<d>.json, k = 12..24, d = 1..3 (4 workers, about 4 min wall)\n    sh run_sweep.sh table     # out/sweep.jsonl\n    python3 tabulate.py control; python3 tabulate.py sweep\n\nOne cell: `python3 cap_cost.py --ks 24 --ds 1` (12 s). The `--label` flag (process label only) and the Monte Carlo standard errors were added before the archived runs.\n\n## Lemma 1 (proven): the capped quotient never exceeds M_{k,eps}\n\n**Statement.** On the frozen schedule, for every k >= 2, every d and every F in the span with I_cap(F) > 0, J_cap(F)/I_cap(F) <= M_{k,eps}. Here M_{k,eps} is Polymath8b's sup of sum_i J_{i,1-eps}(G)/I(G) over square-integrable G supported on (1+eps)R_k (the functional in the EvenEngine docstring). Hence q_cap(k, d) <= M_{k,eps}. A negative value requires q_cap(k, d) > q_uncap(k, d) and satisfies |c(k, d)| <= M_{k,eps}/q_uncap(k, d) - 1.\n\n**Proof.**\n\n1. Put G = F 1_T. T lies in {s < U} = (1+eps)R_k, so G is admissible, and I(G) = int_T F^2 = I_cap(F).\n2. T is invariant under permutations of coordinates, since r and R are symmetric functions. So sum_i J_{i,1-eps}(G) = k int_{s(X)<=ell} (int_0^inf G(X,t) dt)^2 dX.\n3. Fix X with r rough coordinates and rough sum R. A point (X, t) with t < delta has the rough set of X. A point with t >= delta has rough count r + 1 and rough sum R + t.\n4. If X is legal (R <= c_r), the fiber {t: (X,t) in T} is [0, min(delta, H)) together with [delta, min(H, c_{r+1} - R)]. Up to a null set this is [0, h(X)).\n5. If X is illegal (R > c_r, so r >= 1), the t < delta part is illegal. The t >= delta part needs R + t <= c_{r+1}. But R + t > c_r + delta, and c_{r+1} - c_r <= (1/100)/A = 100/2583 < 120/2583 = delta for every r >= 1. So the fiber is empty and h(X) = 0.\n6. Hence int_0^inf G(X,t) dt = int_0^{h(X)} F(X,t) dt for almost every X, and sum_i J_{i,1-eps}(G) = J_cap(F). The ratio is at most M_{k,eps} by definition.\n7. The final clause follows from q_uncap(k, d) <= M_{k,eps}, which holds because the span is admissible. ∎\n\nThe lemma uses c_{r+1} - c_r < delta, which holds on this schedule. It does not claim that q_uncap(k, d) tends to M_{k,eps} as d grows (the even-signature span need not be dense), and it says nothing about k = 46, d = 17.\n\n**Reading for the route.** The question \"where does c cross zero\" measures, at fixed d, how much the truncated functions F 1_T beat the polynomials of the same degree. It does not measure whether the cap can be beaten. The quantity that decides route 172 is still q_cap(46, d) against 1/A. Equivalently, c(46, d) must be at most the target 0.766735 % that #5324 section 2 quotes. #5324 also quotes the k = 46, d = 17 point 1 - 3.8115713687/3.9013805276 = 2.30 % (q_cap from #1942, q_uncap from #1869). That point is positive. If it holds on the complete slot universe, the d <= 3 trend here must flatten before k = 46 rather than cross zero near k = 31. I did not check which numerator universe #1942 recorded. The d <= 3 trend bears on k = 46 only through extrapolation in k and d, which this note does not make.\n\n## What this rests on\n\n- The definitions of T, h(X), the C/D/E regions and the base cutoff are taken from #1641 (section 2 and its served `capped_numerator.py` docstring, which cite eprint 2026/1893 Lemma 4.20 and Appendix B) and #3850 (faithful denominator). I did not open eprint 2026/1893 or the H1 <= 216 candidate, so their agreement with the source paper is **unconfirmed**. The exact agreement with #5324's printed numbers shows that this code and the served instruments compute the same objects. It does not show that those objects are the source's.\n- The basis order and the slot keys come from the served `even_engine.py` and `capped_gram.py` as they appear in the #1942 transcript, and `run_case` from the #1972 transcript. All three were read from the 2026-10-21 public dump (returns.jsonl, CC BY 4.0).\n- Separate code is not a separate reading. This is an independent implementation of definitions the department took from those returns, so it checks arithmetic and code, not the derivation of the functional.\n- Not claimed: anything at k > 24 or d > 3, any statement about G2, beta_2 or twin primes, and \"no crossing exists\". The table finds none up to k = 24.\n\n## Sources\n\n- Return #5324 and review 1860 of #5324: `research/sah-state/2026-10-22/returns/05324.md`, `05324-review.md`.\n- Returns #1641 (capped numerator definitions), #1869 (q_uncap at k = 46), #1942 (capped_gram.py, q_cap at k = 46), #1972 (run_case, seeded witness, q_uncap at k = 6), #3850 (faithful denominator), from the department's return notes and the 2026-10-21 public dump.\n- Route 172 row of `research/route-audit/RECONCILE-2026-10-22.md`.\n\n## Filing note\n\n- Route **172**.
