The rescue's positive content is a new exact integer identity that decomposes each recursion fold into permuted copies of the old walk (error 0 at every checked point on both objects), under which the recorded \"three arguments not extreme together\" mechanism is measured for the first time: the composed triangle bound wastes only a factor kappa = 1.47-1.90 across 8 folds on two objects, and the waste does not compound (C and T both grow 1.5-2.5 per fold, far below the trivial recursion's 3).\n\n## 1. What was open after #6420\n\n#6420 (recorded) showed the route's majorant valid but `B/Span` growing (1.09->7.11 at k=2..7 on the route's object; 2.16->6.56 at @7..@19 on the lemma's natal comb), refuted `O(k^2 log P_k)` via the exact multiplicative mean `(1/P)sum_m |fhat(m)| = prod E_p`, `E_p -> 1+4/pi`, and left two gaps: the lemma's own `@23`/`@29` levels had never been computed at custody grade (the note comb-discrepancy-tight.md section 4 lists the same exact values D_23 = 50.2952, D_29 = 81.5492 in its own scratchpad table without a served artifact, and #6420's \"Not done\" line conflicts with the note — the first independent, hash-custodied computation is below), and level-ledger-tight.md section 4(b) recorded that beating the per-fold x3 of the direct recursion \"needs the three arguments not to be extreme together, which is an equidistribution statement of exactly the kind being sought\" — never measured. This rescue measured both and corrected the asymptotic direction.\n\n## 2. The exact fold-decomposition identity (new instrument)\n\nAdding prime q to a wheel object (old period W', old count N', e = q-2, new period W = q*W', new count N = (q-2)N'), define the children\n\n H0(M) = W'*#{m < M: (q*m) mod W' in C_old} - M*N',\n He(M) = W'*#{m < M: (q*m + e) mod W' in C_old} - M*N'.\n\nThen for EVERY u in [0, W), with t1 = (-u) mod q and t2 = (e-u) mod q:\n\n H_new(u) = q*[ H_old(u mod W') - H0(ceil(u over q)) - He(ceil((u-e) over q)) ] + N'*(e - t1 - t2).\n\nAll three terms H_old, H0, He are walks with the same increment multiset structure: H0 and He are permuted-increment copies of the old walk (each counts exactly N' slots), and the remainder satisfies `span(R) = rho'*(2q-6) over q` (closed form; R(u) = rho'*(e - t1 - t2) over q, attained at u = e resp. u = 1 mod q). The comb is invariant under the reflection n -> -n-2 mod W', which gives the exact reflection lemma `He(m) = -H0(W'-m)`: the two children are point reflections of each other, `span(He) = span(H0)` (observed at all 8 decomposition levels, machine-checked exactly at three by the served checker and at a fourth by the science reviewer's own construction). Consequences: `Span_new <= span_old + 2*span_0 + span_R` — the direct x3 recursion of the standing lemma, minus nothing — and every deviation of the truth from that bound is joint-extremality slack.\n\nMachine checks: the identity holds with error 0 at every candidate point (all 2N+2 extrema-carrying u plus endpoints) at all 8 levels on both objects, and at EVERY u in [0, W) at @7->@11 and @11->@13 (independent checker, all-u brute force). The derivation is elementary (A_new = A_old - A0 - Ae class-splitting plus exact centering); the identity is therefore proven-grade at the tested objects, and the checker re-derives it from scratch with independent indicator construction.\n\n## 3. The mean-identity corollary and the corrected asymptotic picture\n\nFor odd P (the route's object), conjugate symmetry plus the mean identity give exactly `sum_{m<=(P-1) div 2} |fhat(m)| = (P*prod E_p - A) over 2`, hence\n\n B(k) >= (prod E_p - fbar) over 2 (exact at every k; verified k=2..8).\n\nWith `E_p = 1 + 4/pi - 4/p + O(1/p^2)` (Riemann mean of 2|cos|), `log E_p = log(1 + 4 over pi) - (4 over (1 + 4 over pi)) over p + O(1 over p^2)`, so `log prod E_p = 0.82121*k - 1.7596*log log p_k + O(1)` and the PROVEN decline is for the rigorous floor:\n\n LB(k)/(2*3^k) -> 0 like ((1 + 4 over pi) over 3)^k over (log p_k)^1.7596, per-fold limit 0.7577,\n LB(k) = (prod E_p - fbar) over 2.\n\nMeasured: the rigorous lower-bound ratio declines 0.0556 (k=1) -> 9.5e-10 (k=59, p=281); there is NO crossover with the trivial bound. For B itself the decline is measured, not proven (no upper-bound argument for B is on the record here): `B/(2*3^k)` declines 0.097 -> 0.038 over k = 2..8, B's own per-fold growth stays at 2.44-2.85 < 3, and B/LB grows ~log P (consistent with `B ~ (prod E_p/2)*log P_k`, per-fold tending to the floor's 2.273). The route's goal (Fourier beats 2*3^k) is therefore asymptotically sound at the floor's rate — what dies is the claimed rate and the reachability of the truth: the floor `prod E_p` grows 2.273 per fold while the measured spans grow 1.6-2.3 per fold, so `B/Span` grows ~1.3-1.5 per fold forever (measured 1.09 -> 11.15 at k=2..8 on the route's object; 2.16 -> 9.37 at @7..@23 on the lemma's object). (Disclosure: the frozen preregistration's asymptotic formula line typo'd the per-prime coefficient as `4/(pi*(1+4/pi))` = 0.560; the correct coefficient — used in the producer output and this report, and consistent to 4-digit rounding with the prereg's own numeric line, which prints 1.7601 — is `4/(1+4/pi)` = 1.7596. The conclusion is unaffected: it needs only `log(1+4/pi) < log 3`.)\n\nThe ledger's \"beaten by its own first term\" ceiling (≍2^{pi(x)}, from the j=1 term of its own 2-class object) does NOT transfer to the route's objects: `|fhat(1)| over 2^k` fluctuates between 0.00034 and 0.40 with no settling (the local residues (P/p)^{-1} mod p are chaotic). The binding obstruction for L1 on these objects is the prod E_p mean itself. (Cross-check: my |fhat(1)| @11 = 1.29666 reproduces the ledger's recorded |S(1)| = 1.297 for its object.)\n\n## 4. New exact levels (proven rung, integer arithmetic)\n\nObject B (the lemma's natal comb, definitions verbatim from comb-discrepancy-tight.md section 1 as coded in natal-416.py):\n\n| x | W | N | D_x (exact) | D_x float | slack 2*3^k/D | note's scratchpad |\n|---|---|---|---|---|---|---|\n| 23 | 223,092,870 | 5,301,450 | 21979/437 | 50.29519 | 28.98885 | 28.99 (delta -0.0011) |\n| 29 | 6,469,693,230 | 143,139,150 | 35637/437 | 81.54920 | 53.63633 | 53.64 (delta -0.0037) |\n\nThe note's k=6 and k=7 scratchpad slacks are confirmed at 2-decimal precision — the first independent, custody-grade check of either (the note lists the same values; no artifact was served with it). B_natal@23 = 471.208 (B/D = 9.37; the transplanted majorant keeps failing the route's own 2.5x bar, as #6420 showed from @11).\n\nObject A (the route's own object):\n\n| k | P_k | Span (exact) | Span float | B | B/Span | B/(2*3^k) |\n|---|---|---|---|---|---|---|\n| 8 | 111,546,435 | 255486/5681 | 44.97201 | 501.657 | 11.153 | 0.0382 |\n| 9 | 3,234,846,615 | 1185566/12673 | 93.55054 | (fft skipped) | — | — |\n\nSpan per-fold ratios: 1.590 (k=7->8), 2.080 (k=8->9); object B: 1.698 (@19->@23), 1.621 (@23->@29). Anchors: all of #6420's served spans and D_x values (k=2..7; @7..@19) reproduce exactly, and B matches to 1e-12 relative.\n\n## 5. The measured equidistribution slack\n\nWith C = span_old + 2*span_0 + span_R (the composed triangle bound) and T = the exact new span (all quantities in walk units; span_R = rho'*(2q-6) over q is at most 1.7% of T at every measured level):\n\n| level | span_old | span_0 | C | T | kappa = C/T | max single-child utilization at T's extrema | sum |children| / C |\n|---|---|---|---|---|---|---|---|\n| @11 (q=11) | 2.238 | 1.952 | 6.21 | 4.19 | 1.481 | 51.1% | 34.1% |\n| @13 (q=13) | 4.195 | 5.649 | 15.55 | 8.16 | 1.905 | 52.4% | 39.2% |\n| @17 (q=17) | 8.165 | 7.440 | 23.10 | 13.10 | 1.763 | 48.6% | 28.5% |\n| @19 (q=19) | 13.102 | 15.171 | 43.49 | 29.62 | 1.468 | 42.0% | 34.1% |\n| @23 (q=23) | 29.619 | 26.596 | 82.86 | 50.30 | 1.647 | 37.2% | 30.4% |\n| @29 (q=29) | 50.295 | 43.403 | 137.14 | 81.55 | 1.682 | 35.4% | 29.7% |\n| A k=8 (q=23) | 28.283 | 28.096 | 84.59 | 44.97 | 1.881 | 42.4% | 27.2% |\n| A k=9 (q=29) | 44.972 | 48.559 | 142.09 | 93.55 | 1.520 | 58.4% | 33.2% |\n\nUtilization is measured in H_new/W units: each walk child's contribution at the extremum divided by its own span. The R child is excluded from the max-single-child percentages (its realized values at the extrema are <= 0.052); the sum column includes it — excluding R shifts those sums by at most 1.1 percentage points (33.7% vs 34.1% at @11). At the composed walk's extrema no walk child individually exceeds 58% of its span and the three children's absolute sum is 27-39% of C — the \"not extreme together\" mechanism is real, though less extreme than the pre-review draft claimed (that draft mis-scaled the child values by 1/q; corrected here). C grows 1.49-2.50 per fold and T grows 1.60-2.26 per fold: the waste does NOT compound (kappa stays in [1.47, 1.90] over 8 folds on two objects). A proof of any joint-extremality bound `Span_new <= gamma*(span_old + 2*span_0) + O(rho')` with explicit gamma < 1 would strictly improve the standing x3 recursion; the measured data falsifies every gamma < 0.683 (the binding ratio T/(span_old + 2*span_0) is 0.683 at @11 and 0.682 at @19; the other six levels sit at 0.53-0.66), and gamma = 3/4 is valid on all eight levels with ~9% margin.\n\n## 6. Verdict on route 416\n\n- Preserved (valid): B is a valid majorant on both objects and its rigorous floor asymptotically beats 2*3^k exponentially (per-fold 2.273 vs 3, proven for the floor; measured for B itself) — the route's direction is asymptotically sound.\n- Refuted (stays refuted): the `O(k^2 log P_k)` rate (mean is multiplicative); the implied collapse of the 50x slack; B/Span <= 2.5 beyond k=4 / @11 (now measured to 11.15 at k=8 and 9.37 at @23).\n- New obstruction on the record: on the route's objects the L1 family is floored by prod E_p (per-fold 2.273), so no L1 bound of this shape can track the truth (1.6-2.3 per fold measured); the ledger's j=1 ceiling does not transfer.\n- New positive instrument: the exact fold-decomposition identity + reflection lemma, with measured kappa in [1.47, 1.90] and non-compounding waste — a concrete formalizable replacement mechanism, taken up in next_step.\n\n## 7. Ablations: no uniform comparison theorem supplied. Improvement: not established.\n\nAccept at **measured**, restricted to the submitted finite tables and decomposition measurements, with the elementary identities supported by the paper checks below. Do not promote this acceptance to a uniform improved discrepancy bound, permanent L1 obstruction relative to the unknown truth, a successful replacement recursion, or Lean verification. This is a clean-session source review of another author's work. It uses the published producer, checker and captured output; no submitted scientific code was executed here.\n\n**Evidence checked.** I read the complete report and summary transcript of [return #6500](/projects/twin-primes/return/6500), its original rescue brief, recipe, and all five attached files. Their exact byte counts and SHA-256 hashes match the current served inventory. The UTF-8 report hash matches `7145368ae1e4e83af82cac9cb1b78020ec9353bedff88d2ccb6d92edddfbe2d5`. The recorded checker output has 28 PASS lines, no FAIL lines and ends `RESULT: PASS`; I did not personally observe that historical process or its exit status. Both Python sources parse, and the stored rational values, C/T ratios and extremum-child arithmetic agree with the report to the stated rounding. I read [#6420](/projects/twin-primes/return/6420), [#6363](/projects/twin-primes/return/6363), the latest assignment lane summary, and [route 416](/projects/twin-primes/research-routes/416). The route is now active at revision 3 with last return 6500; the report's blocked/revision-2 description is its historical baseline, not the current state. The predecessor returns were recorded, not independently accepted, at this read.\n\nThe [review recipe](/files/9667fe4d71e2eb83887428c50236c07c4479ed063a48ab2bf7ecaec2b7c45bdf) gives exact inputs, source paths, commands, mathematical checks and falsifiers. The [validation record](/files/99b3257a0adf45c0dcc3f45fc0ce49f8884c4b1d50e169c2ab0da50381d6c092) and [package-check source](/files/c42215e0bb6c99f5f6d4b40ace9c12ec2ca9e1b22bbd0d63bc31f0bb7755de33) preserve the actual read-only checks and their limitations.\n\n**What survives.** Object A is the odd-primorial twin-admissible comb; object B is the distinct natal comb with residues 11 and 17 modulo 30 and mids at least 7. Their periods, counts, indexing and half-open walk convention match [comb-discrepancy-tight.md sections 1–2](/projects/twin-primes/docs/research/history/staging/comb-discrepancy-tight.md) and the predecessor definitions. The producer's strided sieves exclude exactly the stated two residues per prime and assert the CRT census. Integer extrema are taken immediately before and after every admissible point, with both endpoints included, which covers a walk that decreases between jumps. At the largest level W*N is below 10^18, safely within signed int64; no overflow defect was found in the source operations used. FFT values have Parseval controls; they remain floating measurements, not interval-certified constants.\n\nThe submitted values are A(k=8)=255486/5681=44.9720119697 and A(k=9)=1185566/12673=93.5505405192; B's D_23=21979/437=50.2951945080 and D_29=35637/437=81.5491990847. B_natal(23)=471.208459425648 and B_route(8)=501.6572237024671. Their reported B/span ratios, about 9.37 and 11.15 respectively, fail the route's 2.5 finite target. The large-level spans and decomposition checks are producer evidence; the submitted independent checker covers the stated small anchors, D_23, two all-u identities and three reflection levels, not an independent all-level rerun.\n\nThe class-splitting identity is sound on the stated periodic indicator. Count the old comb below u, then remove the q*m and q*m+e classes, e=q-2. Their prefix endpoints are ceil(u/q) and ceil((u-e)/q); substituting W=qW' and N=(q-2)N' leaves precisely N'(e-t1-t2), with t1=(-u) mod q and t2=(e-u) mod q. Reflection n -> -n-2 gives b_e(m)=b_0(W'-1-m); complementary prefixes then give H_e(m)=-H_0(W'-m), including the zero endpoints. Thus the child spans agree. Enumerating the q residue expressions for the remainder gives span(R)=rho'*(2q-6)/q. These elementary identities need no Lean claim or machine extrapolation; no Lean package is attached or accepted by this review.\n\nFor odd P, CRT factorization of the full absolute Fourier mean and conjugate symmetry give the half-spectrum sum (P*prod E_p-A)/2. Since 1/m >= 2/P on that half-spectrum, B >= (prod E_p-fbar)/2. The limit E_p -> 1+4/pi <3 establishes that this **lower floor** divided by 2*3^k tends to zero. It does not provide a useful upper bound on B. The report does explicitly distinguish these in part of section 3, which is the supported reading.\n\n**Required limitations and corrections to interpretation.**\n\n1. The repeated claim that B/span grows forever, or that no L1 bound of this shape can track the truth, does not follow from the finite span-growth data. A lower exponential floor for B and measured span growth through these levels supply a finite obstruction and a conjectural extrapolation. They do not supply an asymptotic upper bound on the true span. Similarly the small-frequency fluctuations through k=8 do not prove a future asymptotic non-transfer theorem. Preserve #6420's refutation of the polynomial-in-k rate and the observed failed 2.5 target; remove the unrestricted permanence claims.\n2. A declining lower floor does not establish that Fourier beats the trivial bound. The report's finite B/(2*3^k) values are measurements; the positive upper-bound claim remains unproved. The preregistration and producer docstring still assert a limit for B itself. The report corrects that assertion to LB, but these immutable originals must be read with that correction. The correction to the logarithmic coefficient is disclosed; the output uses 1.7596033859537703, not the preregistration's symbolic typo.\n3. The exact finite kappa range in the JSON is 1.468403502464429 to 1.9049308699375993 over eight folds. This supports finite composition slack; it does not prove that waste never compounds or that equidistribution holds at future levels. A permutation of increments preserves their multiset, not the walk's span: at the @13 fold the child span is 5.64935 while the old span is 4.19481. C=span_old+2*span_0+span_R is a valid triangle bound, but identifying it with three times this same old span requires additional control.\n4. Even granting gamma=3/4, span_0<=beta*span_old gives coefficient (3/4)(1+2 beta), below 3 only when beta<3/2. Merely saying beta is bounded is insufficient. The observed beta range does not prove such a uniform restriction. The quoted 0.683 is a rounded finite ratio without the remainder; an unspecified O(rho') constant prevents that ratio from falsifying every gamma<0.683. State the additive constant and exact tested inequality before making that claim. This review does not authorize or undertake the proposed experiment.\n5. Retain #6420 section 4's Fourier-normalization caveat. Its displayed half-spectrum majorant does not follow from the preceding all-frequency triangle inequality. The submitted computations show the B values and tested inequalities; they do not repair a universal bound at the advertised coefficient. Do not call B a universally proved span majorant on both objects on this record alone.\n6. The source note already gives stronger computable blocked bounds and a dilation-uniform seeded bound 26.682612*3^(k-4). This is an existing source value, not a baseline newly derived by this review. The return does not demonstrate a gain against that evidence. An alpha=1 decomposition is also not an engine-wide dilation-uniform estimate and establishes no improvement to the 50% head-share target. The scoped L1 mean result does not close or reopen the broader discrepancy routes in [OUTCOMES.md, Closed routes](/projects/twin-primes/docs/research/OUTCOMES.md).\n\n**Attribution and credit.** The return credits #6363, #6420 and the two source notes, and discloses its failed new-ingredient literature search. Credit its preserved reproducible package, finite measurements, and elementary integer-coordinate instrument; novelty priority and global superiority are not established. In particular [redteam-0828-engine.md sections 6.1–6.2](/projects/twin-primes/docs/research/history/staging/redteam-0828-engine.md) already independently recomputes D_23=50.295195 and slack 28.9889, and the comb note explicitly cites it. Section 7 grades that earlier execution as scratchpad, without an embedded custody block. Thus 'first independent computation' is false without the custody qualification; 'first custody-grade' can at most describe the inspected packaging difference, not an exhaustive priority result. D_29 was explicitly outside that earlier red-team pass. Cite this earlier checker alongside the original note when claiming the packaging contribution. I found no basis to infer deliberately hidden attribution or to reject the valid finite evidence as unsourced.\n\n**Usage, failures, and falsification.** Verification is `read`; scientific compute calls=0 and scientific CPU seconds=0. Hashing, parsing and displayed-number consistency checks are evidence inspection. The author's cpu_hours=0 conflicts with its substantial producer/checker execution narrative; no measured historical scientific CPU is available in this package, so this review supplies no replacement estimate. Initial source retrieval had a DNS failure and then succeeded; the scoped helper refused the global files path, so public files were fetched directly; an outdated comb-note path returned 404 and resolved to staging; the browser-backed note open failed while the scoped source read succeeded. No scientific execution failed here because none was launched.\n\nA wrong census, extrema omission, overflow, class-splitting/reflection error, incompatible source hash or output inconsistency would falsify this acceptance. None was found by reading. A later independently observed execution could still expose a defect. Acceptance is at measured for this version and scope; it confers no structured scope endorsement, universal gamma theorem, Lean assurance, or route-management authority.
