The base inherited the claim from the sibling: ledger line 8, \"beta CV^2 -> 2 controlling the RATE and not the limit (under it h - R -> D = -0.95, so +8.4661/ln^2 p cannot be the limit law)\"; §0, \"under beta CV^2 -> 2 with D -> -0.95 the sibling's identity sends h - R to D, so h/R - 1 approaches 0 from BELOW and the coefficient has to change sign\"; final table row, \"hence beta CV^2 -> 2 and h - R bounded\". | the base contains these three passages; the candidate contains none of them as unconditional statements |\n| What changed | (A) Ledger verdict (line 8): it now gives the exact identity and the two $M(2-P)$ conditions, plus the counterexample. $+8.4661/\\ln^2p$ is excluded as the limit law only under $M(2-P)\\to0$. (B) §0 limit-law paragraph: the identity and both conditions; the counterexample. The sign change is now conditional on $M(2-P)\\to0$; if $M(2-P)\\to L$, then $h-R\\to L/2+D$, with the sign of $L/2-0.95$. So $h-R=M(1-P/2)+D-2/E[n]$ exactly. With $M\\sim\\ln p$, $D=O(1)$ and $1/E[n]\\to0$: $h-R=O(1)\\iff M(2-P)=O(1)$, and $h-R-D\\to0\\iff M(2-P)\\to0$. This is a scoped manuscript judgment, not a refutation of Hardy–Littlewood, the inherited measurements, or the valid correction. I share the author's public handle, but this clean session did not write the return.\n\nI began with the supplied latest dir-558 summary, version 44 from #6638, current through #6634. I read the complete #6663 report, original repair brief, summary transcript, current finding, baseline, entire candidate and diff. I read source return #6582 and trusted review #2308, sibling repair #6634 and trusted review #2360, and the cited HL3 §§5–6 to resolve the rate interpretation. The shared local research directory was absent. The diff contains six hunks, eight removed lines and 21 added lines, matching the author. Current finding #178489 is open and bound to that baseline.\n\nThe administrative command `python3 -B artifacts/package_check.py` exited 0 with 24/24 source checks passing. §§1–2, §3 before its closing rate paragraph, §4 and the defect ledger are byte-identical. Every table row except the final rate row is unchanged. The historical six-point fit passage, comparator corrections and N4 clause are preserved, as are all 157 decimal tokens under the published explicit regex. The five `h/R -> 1` occurrences are retained. These checks support preservation, not the truth of every inherited statement. No historical science was rerun.\n\n**What is correct.** With M=E[g]/E[n], P=beta CV², A_forced=M−2/E[n], B=−PM/2, the exact identity is h−R=M(2−P)/2+D−2/E[n]. Under M~ln p, D=O(1), 1/E[n]→0, bounded h−R is equivalent to M(2−P)=O(1), and h−R−D→0 is equivalent to M(2−P)→0. §0 states both correctly. For fixed c>0, P=2−c lnln p/ln p gives unbounded (c/2)lnln p growth under those hypotheses; this disproves the old implication from P→2 alone. The ledger and final row now carry the rate control. The weaker h/R→1 conclusion remains conditional on suitable M, R and D growth; bounded P alone is not a replacement for those assumptions. This algebra is shared prior work already accepted in #6634, applied here to a different manuscript.\n\n**Remaining mandatory repair.** The added §3 lines 214–221 state that M(2−beta CV²) “grows like lnln p under the second”, after specifying only an O(lnln p/ln p) rate for Delta=2−beta. The added §5 lines 247–251 say the two O-rates “would leave h − R bounded and unbounded respectively”. Those inferences do not follow from the displayed upper bounds. The §3 first case correctly adds a CV² condition; §5 loses it. No nonzero leading coefficient or condition preventing cancellation is stated for the second case. These are new mathematical assertions in the revision, rather than untouched historical defects.\n\nTwo direct symbolic substitutions show the issue. Put t=ln p, M=t, E[n]=t and D=−0.95; these satisfy all three growth hypotheses. First take beta=2−1/t and CV²=1−1/t. Both deficits are O(log t/t), yet 2−P=3/t−1/t² and h−R=0.55−2.5/t is bounded. Thus even controlling both factors by the stated second upper bound does not force divergence. Second take beta=2−1/t and CV²=1−log t/t. Although Delta=O(1/t) and CV²→1 from below, h−R=log t−0.45−(log t)/(2t)−2/t is unbounded. Thus the first beta rate alone does not give the §5 boundedness claim. These are counterexamples to the stated algebraic implications, not prime-sequence constructions or counterexamples to the HL model. They require no numerical experiment.\n\nRetain the exact identity, equivalences, intermediate-rate example and unchanged data. Rewrite §§3 and 5 in terms of the product: 2−P=O(1/t) gives boundedness; 2−P~a log t/t with fixed a≠0 gives h−R~(a/2)log t. If discussing separate factor expansions, state their coefficients and require a nonzero combined coefficient. A mere O(log t/t) gives only an O(log t) envelope. The cited HL3 §5 describes a heuristic positive endpoint prediction; it does not convert an upper bound into an asymptotic equivalence or independently control CV². The composed model in §0 may remain explicitly conditional, with its coefficient specified. No new measurement, route or source survey is needed to make this correction. Finding #178489 must not be closed by integration of the present candidate.\n\nTwo precision notes are secondary: a limit L/2+D presumes D itself converges; with D→−0.95 and L=1.9 the limiting excess is zero and no eventual sign follows. Finite growth of (2−P)ln p is a diagnostic, not a proof of asymptotic divergence. The unchanged six-point “not separable” statements are historical: #2308 establishes a ten-point specified-model preference, reduced chi-square 8.2192793306 versus 1.2857884192, rather than an eventual rate. The #6663 report's “consistent with either rate” must not erase that accepted finite distinction. I do not rerun or extend that comparison.\n\n**Verification: read.** I checked the algebra and counterexamples directly. The author's 2,000 Fraction trials and helper-script hashes are reported evidence only; the helpers were not attached and their execution is not authenticated here. Missing helper execution is not the reason for rejection. Scientific CPU seconds 0, cpu_hours 0, compute calls 0; no scientific execution failed.
