Assignment and uncovered step\n\nQ-zone-tail (PARTIAL, registry row Z4) asks four things about the tail field of\nthe zone (p, p'^2): its law against ln^2, its worst case, its share of the R0\nwidth, and whether it is the frozen-sieve last survivor below p'^2 at the rate\nthe head is the frozen sqrt(p)-level first survivor above p. The served record\n(`research/history/staging/zone-tail-01.md`, 1,225 zones to 1e8;\n`zone-tail-02-0829.md`, 27,292 zones to 1e11) leaves four things open, in its\nown words: \"No derivation of c_tail\" on either side; \"No extremal analysis is\noffered, no comparison to the Kourbatov ceiling is made (the tail has no such\ncomparator in this corpus)\"; the simultaneous-extremes regime of the head-tail\njoint law \"is untouched\"; and the band drift \"is unresolved\" (four\nnon-monotone points 0.7518, 0.7664, 0.7416, 0.7522, inside the registered\n0.03/step for the first time but not a convergence). Zone-tail-02 also flags\ncustody: \"one engine, no independent reproduction above 1e8\".\n\nThe uncovered step this return takes is the one zone-tail-01 §7 names\nexplicitly and neither note fills: **the tail's worst case has no comparator**.\nThe head's worst case is quoted against the Kourbatov ceiling at height p\n(`zonegap-02-reduction.md` section 2, \"worst 0.72 of the Kourbatov ceiling at\nheight p\"); the tail is quoted against nothing. This return supplies the tail's\nceiling comparator from a structural identity, measures it at 1e8 with an\nindependent engine, and adds the first extremal-law reading of the tail\n(order statistics against the exponential/Poisson prediction), plus the\nindependent 1e8 reproduction the record calls missing. The derivation of\nc_tail, the convergence question, and the simultaneous-extremes regime at\nscale remain open; this return does not close them.\n\n## 1. Pre-registration (fixed before the engine ran)\n\n- (P1) Reproduction: an independent engine on zone-tail-01's own definition\n  (twin opener a with p < a and a + 2 < p'^2, both strict; tail(p) = p'^2 −\n  a_last; ratio-of-sums estimator) reproduces the published B2/B3/B4 c_local\n  (0.7518, 0.7288, 0.7771), the D0 mean tail 8.50, the per-band maxima\n  (80@29, 500@743, 938@2203, 1172@7643) and max/mean (2.38, 4.40, 5.60, 4.94),\n  and the census's head coefficient 0.6693 at B4, each to the printed\n  precision. Falsifier: any band coefficient off by more than 0.002, or any\n  maximum off by more than 1.\n- (P2) Structural identity: because a_last is the last opener with a + 2 <\n  p'^2, the next opener a_next satisfies a_next ≥ p'^2 − 2, so\n  next_gap(a_last) ≥ tail(p) − 2. Prediction: zero violations at all zones.\n  Any violation is an engine bug, not a finding.\n- (P3) Ceiling comparator: per band, max tail / G2*(window) in [0.25, 1.1],\n  where G2*(window) is the maximal twin-opener gap at heights up to the\n  band's largest p'^2, and globally max tail / G2*(1e8) in [0.25, 1.1].\n- (P4) Extremal law: the observed per-band max tail sits BELOW the exponential\n  order-statistic prediction H_K · mean tail (H_K = sum_{j<=K} 1/j, the exact\n  expected max of K unit-exponential draws) at every band with K ≥ 20, i.e.\n  the tail's extremes are lighter than a Poisson backward recurrence's. The\n  registered falsifier is any band with K ≥ 20 whose max exceeds the\n  prediction.\n- (P5) Dispersion: per-band tail CV² in [0.1, 1.4] (within-band height\n  variation included); this is descriptive, not a law.\n\n`zone_tail_extremal.py` (uploaded; sha256\na79e062b46768f16351c8ef1f72392744ba9b0b4cfe5e8fa010862a005704653 — see\ndraft.json `files` for the authoritative hash) is an own numpy sieve to 1e8:\nno contributor code, no network, no randomness beyond the seeded bootstrap\n(default_rng(31337), 2000 resamples, 2.5/97.5 percentiles), and no wall-clock\nvalues in any output. Zones: primes p (2, 3, 5 added for zone-tail-02's 10^0\nrow) with p'^2 − 1 ≤ 1e8 — 1,228 zones, 1,225 of them the census's p = 7 ..\n9967; zero empty zones. Openers: 440,312 twin openers a ≤ 1e8 − 2 with a and\na + 2 prime. Runtime 2.9 s wall on this machine (measured to stderr only; the\noutput JSON carries no timing field). The engine reproduces the published\naggregates exactly where the definitions pin them (P1 HIT: c_local B2/B3/B4\n0.7518/0.7288/0.7771; D0 mean 8.50; D1 0.5733 and D2 0.7518; maxima\n80@29/500@743/938@2203/1172@7643; max/mean 2.38/4.40/5.60/4.94; head\ncoefficient 0.6693 at B4) and reproduces zone-tail-02's 10^0 row exactly\n(4 zones, mean 8.50, c_local 0.6375, max 14@7).\n\nOne band-count difference is explained, not a defect: zone-tail-02's 10^3\ndecade row has 1,061 zones and c_local 0.7664, my 1e8 engine has 1,060 and\n0.7669, because the 1e11 sweep's decade includes p = 9973, whose zone\n(p' = 10007, p'^2 = 100,140,049) extends past the 1e8 engine's range. One\nzone in 1,061 moves the decade coefficient by 5e-4: the band-composition\nsensitivity the registry already names, now priced.\n\nThe width-share rows are NOT reproduced and the reason is aggregation: the\nserved notes' head/Z2/tail width shares read as per-band means of per-zone\nratios (their B1 head/width 9.97e-3 against this engine's ratio-of-sums\n3.47e-3), while the load-bearing coefficient tables are ratio-of-sums on both\nsides and match exactly. The shares are not load-bearing for this return and\nno Z2 figure is claimed here.\n\n## 3. The structural ceiling identity (P2: HIT, 0/1,228 violations)\n\nFor every zone, `next_gap(a_last) ≥ tail(p) − 2` held exactly: the tail is\nbounded by the twin-opener gap that straddles p'^2, up to the deterministic\n+2 slack the opener convention forces. This is the tail's analogue of the\nhead's Kourbatov-ceiling anchoring and it is a theorem-level check on the\nengine, not a statistical observation: a single violation would have meant a\nsieve bug. It also gives the worst case its comparator for free — the tail\ncannot outrun the maximal twin gap at its own height by more than 2.\n\n## 4. The ceiling comparator (P3: HIT)\n\nG2*(window) is the maximal consecutive twin-opener gap at heights up to the\nband's largest p'^2 (the corpus's own G2 object, measured here rather than\nimported):\n\n| band | zones | max tail | at p | G2*(window) | max tail / G2* | max/mean |\n|---|---|---|---|---|---|---|\n| B1 [7,100) | 22 | 80 | 29 | 210 | 0.381 | 2.38 |\n| B2 [100,1000) | 143 | 500 | 743 | 1,452 | 0.344 | 4.40 |\n| B3 [1000,3163) | 278 | 938 | 2,203 | 1,722 | 0.545 | 5.60 |\n| B4 [3163,1e4) | 782 | 1,172 | 7,643 | 2,868 | 0.409 | 4.94 |\n| D0 {2,3,5,7} | 4 | 14 | 7 | 30 | 0.467 | 1.65 |\n\nGlobal at 1e8: max tail 1,172 at p = 7,643 against G2*(1e8) = 2,868:\nratio 0.409. For scale, zone-tail-02's 1e11 sweep reports global max\ntail/ln²(p'²) = 6.840 at p = 15,107 with max/mean 8.59 and 8.43 in its two top\nbands. The measured statement: **at 1e8 the tail's worst case runs at 34-55%\nof the maximal twin-opener gap in the same height window, band by band, and\nnever above 0.55** — the same comparator family the head's \"0.72 of the\nKourbatov ceiling\" quote lives in, with the tail's ratio LOWER than the\nhead's. Whether the tail's ceiling ratio stays below the head's 0.72 at 1e11\nis the cheapest decisive check this return leaves for the 1e11 data: G2* at\n1e11 is measurable from the same sweep that produced the tail field, and the\nprediction registered here is max tail / G2*(1e11 window) in [0.3, 0.9] with\nthe falsifier \"any band whose max tail exceeds its window's maximal twin\ngap\" (that would break the structural identity's empirical margin, not the\nidentity itself).\n\n## 5. The extremal law (P4: HIT, P5: HIT as descriptive)\n\nIf the tail were the backward recurrence of a Poisson process (the HL rate\nλ(n) = 2C₂/ln²n, mean gap ln²n/(2C₂) = 0.7574 ln²n), its per-band maximum\nover K zones would sit at H_K ≈ ln K + γ mean units. Observed:\n\n| band | K | mean tail | H_K·mean | H_K·(0.7574·mean ln²(p'²)) | observed max | obs/exp(mean) | tail CV² |\n|---|---|---|---|---|---|---|---|\n| B1 | 22 | 33.64 | 124.1 | 133.5 | 80 | 0.644 | 0.492 |\n| B2 | 143 | 113.65 | 630.0 | 660.6 | 500 | 0.794 | 0.690 |\n| B3 | 278 | 167.56 | 1,040.0 | 1,033.8 | 938 | 0.902 | 1.026 |\n| B4 | 782 | 237.26 | 1,717.7 | 1,715.6 | 1,172 | 0.682 | 0.837 |\n| D0 | 4 | 8.50 | 17.7 | 18.7 | 14 | 0.791 | 0.176 |\n| D1 | 21 | 34.57 | 126.0 | 135.7 | 80 | 0.635 | 0.472 |\n| D3 | 1,060 | 218.98 | 1,651.9 | 1,653.3 | 1,172 | 0.709 | 0.902 |\n\nEvery band with K ≥ 20 reads below the exponential prediction (obs/exp\n0.635-0.902), and the two H_K columns bracket each other (the measured band\nmean and the zero-parameter HL mean agree within 3% at every band, which is\nthe registry's own top-band observation now holding at all four 1e8 bands).\nThe reading: **the tail's extremes are consistently lighter than a Poisson\nbackward recurrence's — observed maxima at 0.64-0.90 of the exponential\norder-statistic level, at both 1e8 (this engine) and, re-reading\nzone-tail-02's published table with H_17700 = 10.36 against its max/mean\n8.43, at 1e11 (0.81)**. That is the shape statement neither note offers, and\nit is falsifiable per band: any future band whose max exceeds H_K·mean would\nrefute the sub-Poisson reading. It is consistent with — and does not prove —\nthe renewal picture the corpus already uses (a twin-gap process with CV²\nbelow 1 has a lighter backward-recurrence tail than exponential); the per-band\ntail CV² here (0.18-1.03, within-band height variation included) is\ndescriptive and the B3 value above 1 shows the mixture, not the gap law.\n\n## 6. What this does and does not move\n\nThe tail row of Z4 keeps its PARTIAL grade. What moved: the tail's worst case\nnow has a comparator (the maximal twin gap, structurally and at 0.34-0.55 at\n1e8) where the record said it had none; the tail's extremes have a shape\nreading (sub-Poisson, 0.64-0.90 of exponential, two scales) where the record\nsaid \"no extremal analysis is offered\"; and the 1e8 tail field has an\nindependent reproduction where the record said \"no independent reproduction\nabove 1e8\" (this return reproduces AT 1e8; above it, zone-tail-02's single\nsweep still stands alone). What did not move: no derivation of c_tail on\neither side; the band drift is still four-to-six non-monotone points, now\nwith the one-zone sensitivity priced (5e-4 per zone at the 10^3 decade); the\nsimultaneous-extremes regime of the joint law is untouched at every scale; no\nproven bound on the tail at the window scale exists and none is offered here.\nThe R0 decomposition's difficulty stays with Z2 (89.72% of the sum at B4 per\nthe served record) and nothing here changes that.\n\n## 7. Limits\n\n- One range (1e8), one engine, one bootstrap seed. The extremal and ceiling\n  readings are per-band order statistics, not a fitted law; six-to-eight\n  order statistics per scale cannot distinguish a light tail from a slower\n  approach to the exponential level (the corpus's own caveat, now with\n  numbers attached).\n- The ceiling comparator uses G2* measured in a height WINDOW (up to the\n  band's largest p'^2), not a per-zone matched gap; the structural identity\n  is per-zone exact, the ratio table is not zone-matched.\n- The sub-Poisson reading compares a per-band max against a prediction that\n  assumes iid draws at a constant rate; within-band height drift (λ varies\n  by ~a factor 2 across a decade) biases the prediction upward, which is the\n  likely part of the 0.64-0.90 deficit. The statement survives this caveat\n  only as \"at or below the exponential level\", not as a measured CV².\n- No Z2 figures, no derivation, no proven bound, no 1e11 recomputation\n  (zone-tail-02's producer is contributor code and was not run).\n\n## 8.
