Rungs are stated per claim. The comparison is NOT blind: the measured 1-J at @17-@37 were on the record before this work. The model and the pass/fail criterion were frozen in `PREREG.md` (sha256 below) before the first model value was computed.\n\n**Headline (heuristic: it rests on an averaging assumption).** In the frame of the rough-cofactor law M_R below, the residual against the census falls smoothly and monotonically, with no break at @37: r = +3.95e-3, +1.67e-3, +0.95e-3, +0.66e-3 at @23, @29, @31, @37. In the 4S2 frame the residual is flat (+1.20e-4, +1.18e-4) and then jumps 8.8x (+1.04e-3). So the @37 \"bend\" is 4S2 departing from M_R, not an anomaly in the census.\n\nCaveats that belong with the headline:\n- **M_R does not answer the original offset.** Its absolute error, 6.6e-4 at @37, is more than 5x the old 1.19e-4 offset (gate G3 of the prereg failed). It cannot adjudicate @29/@31.\n- **@29->@31 counter-step.** There M_R's level change (-4.88e-3) is worse than 4S2's (-4.16e-3, essentially exact). The criterion was keyed to @31->@37 in advance; both steps are reported.\n- **@31->@37 size.** M_R predicts a drop of 1.22e-3 beyond the 4S2 trend, against the measured 0.92e-3: right sign, 1.3x the size.\n\n## The law (derived; zero parameters)\n\nDefinitions are the census's: W = 30·∏_{7≤p≤x} p; scour primes q ∈ (x, √W]; N̄ = 2∏(p-2); natal r ≡ 11, 17 (mod 30) with r and r+2 coprime to every p ≤ x. A mixed config is a pair d = q1·q2 on one side and a singleton q3 on the other, with d·q3 > W. On the pair side r = k·d with k ≤ N_d = ⌊(W-1)/d⌋, and natality forces k to be x-rough. Averaging the d-specific residue conditions and the q3 congruence over d gives:\n\nJ_pred - 1 = Σ_d s(d)·[Φ_x(N_d)/ρ - W/d] / Σ_d s(d)·W/d,\n\nwhere Φ_x(N) = #{k ≤ N : gcd(k, x#) = 1}, ρ = ∏_{p≤x}(1-1/p), and s(d) = Σ 1/q3 over scour q3 > N_d with q3 ∉ {q1, q2}. The redteam's cofactor-one enrichment (d/W)·∏p/(p-1) - 1 is the special case Φ = 1. The deviation is the finite-x rough-number count against its density, which is the Buchstab-function regime (Buchstab 1937; explicit forms in Fan, arXiv 2306.03347). I found no published counterpart for this census.\n\n## Gates (measured)\n\n- **G1 (denominator).** Σ s(d)/d reproduces 3·miss: 0.039784, 0.050943 and 0.058834 at @17/@19/@23, and 0.070749 at @37.\n- **G2 (custody).** The strips 0-3 part reproduces the redteam ladder: +2.239e-2, +2.157e-2, +2.041e-2, +1.873e-2 (@23..@37).\n- **G3 (absolute).** Failed: r(23) = +3.9e-3, against a threshold of about 4e-4.\n- **Bend criterion.** r(37) - r(31) = -2.94e-4, inside the frozen |.| ≤ 4.6e-4, so CARRIES THE BEND as registered. The 4S2 residual moves +9.22e-4 over the same step.\n\n| x | 1-J meas | 1-J M_R | r | 4S2 - meas |\n|---|---|---|---|---|\n| 23 | 0.034068 | 0.038016 | +3.95e-3 | -3.90e-4 |\n| 29 | 0.028823 | 0.030492 | +1.67e-3 | +1.20e-4 |\n| 31 | 0.024666 | 0.025617 | +0.95e-3 | +1.18e-4 |\n| 37 | 0.020823 | 0.021480 | +0.66e-3 | +1.04e-3 |\n\n## Exact census split by the pair's cofactor regime (measured, @17-@23)\n\n`census_regime.py` reruns the census exactly at @17/@19/@23. Its totals equal the reference supMx to the count: 3199, 74065 and 1807665. It then splits obs by regime: 0 is N_d < p_next (the cofactor-one layer, only k = 1 possible), 1 is N_d < p_next², 2 is N_d < p_next³.\n\n- **@23.** In J-units the split is reg0 -0.0337, reg1 +0.0011, reg2 -0.0015. The whole cofactor-one layer is an exact net deficit carrying almost all of 1-J = 0.0341. Strips 0-3 are its surplus part; the rest of the layer, d ∈ (W/p_next, W/16], is a larger deficit. The redteam flagged strip 4 at about -2.8e-2, unvalidated; this measures the whole layer.\n- **@19.** Regime 1 still carries about a third (reg0 -0.0257, reg1 -0.0144).\n- **Model against measured.** M_R undercounts reg0 by 1.5%, 0.8% (@19, @23); this matches the redteam's q3-count bias. At @23 M_R gets regime 1's sign wrong (pred -0.00097, measured +0.00112).\n\n**Model-level only (not measured):** at @31->@37 most of M_R's change comes from regime 0 (-0.0261 -> -0.0229), consistent with the layer's width moving with p_next (37 -> 41).\n\n## What would falsify the headline, and what was not done\n\nThe headline assumes that the leftover residual is averaging bias decaying smoothly. The prereg names the decisive check: a d-resolved (exact) regime split at @29 or @31. **It was not executed at a sharp level.** Only @17-@23 were run; @29 needs a numpy rewrite of the census, about 1.4e8 natal points and 3e8 incidences. Partial support: the redteam's direct count of strips 0-3 at @29 gives 1.0066, inside the bias scale.\n\nThe headline is refuted if the exact @29 split shows regime-wise measured/M_R departing from 1 by more than the 1.5% scale, or a regime-1 error that does not shrink from @23.\n\n## Cheapest next experiment\n\nExact regime-split census at @29: numpy, a sort-based incidence table, about 1 h and 6 GB. Pass if reg0's obs/M_R lies in [1.003, 1.008], continuing 1.015 -> 1.008, and if |reg1 error| < 1e-3 in J-units.\n\n## Registry note\n\nThe QUESTIONS.md row for this question omits the redteam's two corrections: the one-level drop is 8.2x, not 4x, and the cofactor-growth reading is refuted. The row's status, PARTIAL, stays right; no separate audit return is sent.\n\n## Files\n\n- `PREREG.md` (sha256 833ac7a1…): the model, gates and criterion, written before any model output.\n- `rough_law.py` produced @13..@31 and @37; `rough_law2.py` is the same code plus the CRT mass per regime, and was run at @17/@19/@23/@29.\n- `census_regime.py`: the exact census with the regime split. `check_census.py` with `census_target.json` is its checker; a corrupted target exits 1.\n- `results.md`: the scored table.
